Please take notice that I, one of the People, make the following statements and claims regarding the herbicides and adjuvants, (hereafter referred to as pollutants) being dispersed into the waterways of the county of Citrus County, Florida as instructed by Citrus County Board of Commissioners. 1)You are violating your oath of office, Florida State Constitution Article II, Section 5 in which you agreed to support, protect, and defend the Constitution of the United States and of the State of Florida. 2)You are violating the Constitution of the State of Florida Article II, Section 7 (a): a) It shall be the policy of the state to conserve and protect its natural resources and scenic beauty. Adequate provision shall be made by law for the abatement of air and water pollution and of

excessive and unnecessary noise and for the "conservation and protection of natural resources". i) Definitions:

The Fish and Wildlife Commission is NOT a lawmaking authority and can not require Citrus County or the BOCC

to sign any contract to carry out disbursement of pollutants into Citrus County waterways. a) The Constitution of the State of Florida, ARTICLE II, $3:

i) The powers of the state government shall be divided into legislative, executive and judicial

branches. No person belonging to one branch shall exercise any powers appertaining to either of

the branches unless expressly provided herein. Per Contract No. FWC21145, attachment D, Approved waterbody listing includes 10 bodies of water located in Citrus County which include: ii) Crystal River iii) Fort Cooper lake

These pollutants have been known to cause death and destruction of various wildlife, aquatic animals, marine life, insects ,micro invertebrates, plant life and aquatic plant life. are not only infringing on the freedoms guaranteed to me as one of the People; but, you are flagrantly and willfully violating your trust indenture. You are practicing discrimination, segregation and intimidation by insisting on depriving me of my rights under color of law. You should be aware that;

contractors/subcontractors/county agencies to immediately cease and desist the dispensing (spraying) of any/all

pollutants into the waterways of Citrus County.

contractors/subcontractors/county agencies to use mechanical harvesting as the minimal intervention vehicle in the

control of invasive aquatic plant species.

contractors/subcontractors/county agencies allow God's creation to "Jehovah Rapha"
