    for Securing Travel Clearance for Minors Traveling Abroad
  • IMPORTANT!

    This checklist tool is A GUIDE for applicants of the travel clearance for minors traveling abroad. This will help ensure that the complete requirements are prepared prior to the actual date of application at the DSWD Field Office IV-A to hasten processing time and reduce occurences of applications being returned due to incomplete documents.

    This is NOT an ONLINE APPLICATION for travel clearance.

    INSTRUCTIONS:

    1. Kindly respond to the questions based on the circumstances of the minor or of the travel. Choose the appropriate circumstances of the minor.
    2. A specific set of requirements will be listed depending on the circumstance/s selected.
    3. Once all the questions are responded and the complete listing of documents has been shown, we advise that you print / screenshot the requirements.
    4. Use the list of requirements to guide you in the preparation of documents.

    NOTE:

    This is only applicable if the minor traveling abroad is a resident of the provinces of Batangas, Cavite, Laguna, Rizal and Quezon.

    At the moment, all applications for travel clearance have to be submitted at the DSWD Field Office IV-A (Alabang-Zapote Rd., Alabang, Muntinlupa City) only. Provincial SWAD offices, SWAD satellite offices, and other local social welfare offices do not accept nor process travel clearance applications. 

  • Minors who will be traveling abroad using a foreign passport or a diplomatic / official passport are exempted from securing a travel clearance. As such, there is no need to apply for a travel clearance from the DSWD.

     

  • Minors who will be traveling abroad with a valid immigrant / residence visa are exempted from securing a travel clearance. As such, there is no need to apply for a travel clearance from the DSWD.

     

  • Minors who will be traveling abroad accompanied by both parents are exempted from securing a travel clearance. As such, there is no need to apply for a travel clearance from the DSWD.

     

  • Minors who will be traveling abroad accompanied by their legal guardian or person granted sole parental authority or legal custody by the proper court are exempted from securing a travel clearance. As such, there is no need to apply for a travel clearance from the DSWD.

     

  • Minors 12 years old and below are not allowed to travel alone per DSWD Administrative Order No. 12, Series of 2017. As such, the DSWD shall not process any travel clearance applications for minors traveling alone abroad to this age group.

    Parents / legal guardian of minors within this age group are advised to ensure that the minor is accompanied by an adult (preferably the parent/s or the legal guardian) during the travel abroad. Other adult travel companions (either a relative, teacher, coach or caregiver) may also be allowed subject to the assessment of the DSWD.

  • Minors who will be traveling abroad accompanied by either of the parents (if the minor is legitimate) are exempted from securing a travel clearance. As such, there is no need to apply for a travel clearance from the DSWD.

    However, if the parent/s is currently involved in a custody issue over the minor, it is advised that a consultation be undertaken with the DSWD.

  • Minors who will be traveling abroad accompanied by the biological mother are exempted from securing a travel clearance. As such, there is no need to apply for a travel clearance from the DSWD.

    However, if the parent/s is currently involved in a custody issue over the minor, it is advised that a consultation be undertaken with the DSWD.

  • Minors who will be traveling abroad accompanied by the father who has been granted sole parental authority / custody of the proper court over the minor (if the minor is illegitimate) are exempted from securing a travel clearance. As such, there is no need to apply for a travel clearance from the DSWD.

     

  • REMINDERS:

    1. KEEP A COPY. Please print, screenshot or save the list of requirements for your reference.
    2. REQUIRED DOCUMENTS. Please ensure that all the listed required documents are ready (including photocopies) prior to the filing of application.
    3. OTHER DOCUMENTS. Please note that the DSWD social worker may request for additional requirements depending on the result of the assessment during the interview.
    4. DURATION OF ASSESSMENT. Assessment / interview will take 30 minutes, and the entire application process may take one to two hours (excluding waiting period) depending on the number of applicants.
    5. INCOMPLETE REQUIRED DOCUMENTS. All applications with incomplete required documents, including other additional documents required (Item 3), will not be processed.  
    6. COST. The cost of travel clearance certificate is PhP 300 for one-year validity and PhP 600 for two-year validity. This shall be paid at the DSWD upon approval of the application.

     

    Again, this is only a checklist tool. This is not an online application for travel clearance.
