  • Salisbury’s public works department is formalizing its backyard Waste Collection Assistance (WCA) program to ensure worker safety as they enter private property. The free WCA initiative internally lists residents who need help bringing their garbage cans to the curb on their collection days. Through the formal Salisbury registration process, residents are giving waste collection staff permission to go onto their property to bring their trash can to the garbage truck and back again.     Please note that Parts A and C of the application must be completed in full. Part B is verification of permanent or temporary injury or difficulty in performing the task from a doctor or the Department of Motor Vehicles. If you need additional time or assistance in order to complete Part B, leave Part B blank and our staff will contact you at a later date.

  • Letters from your physician or physician assistant must include the following:

    • Physician/PA Name
    • Physician type
    • License number
    • Physician address, city, state, and zip code
    • Telephone number
    • Fax number (if applicable)
    • Email
    • If applicant's condition is permanent or temporary 
      • If temporary, beginning and end date must be provided
    • Physician/PA signature certifying:
      • The applicant is their patient
      • The applicant is not capable of maneuvering 95-gallon carts for curbside collection
      • The physician/physician's assistant is licensed to practice medicine in North Carolina
      • In physician's or physician assistant's judgement, the patient meets eligibility requirements for the needs assistance program

    The City of Salisbury Waste Collection Assistance Program (WCAP) Department at all times has the authority to terminate such service upon a reasonable basis stated in writing to the recipient of the service. Upon termination of the service, the individual must immediately resume curbside collection.

    • Waste Collection account holders and individuals with Power of Attorney to make decisions for account holder are eligible to apply for the Backyard Pick Up Program
    • WCAP will collect garbage and recycling on the customer's regularly scheduled service day
    • Applicants with a temporary disability will be removed from the Backyard Pick Up Program at the end of their disability term as identified in Part B
    • Applicant must make garbage and recycling carts accessible for collection
    • Yard waste collection and bulk items are not included in the Backyard Pick Up Program
    • WCAP will not provide service during inclement weather. However, service will resume when WCAP can safely collect
    • Releasing WCAP employees from liability to enter the property to collect carts and conduct site visits
    • Holding the City harmless for any damage caused in connection with the collection of carts from the property
    • Providing safe access to the trash carts by ensuring gates are unlocked and pets are restrained. WCAP employees will not go on proches, decks, or in garages
    • Notifying WCAP of any move within 30 days of vacating the premises
