  • Beverage Rules:All food trucks and food vendors may sell non-alcoholic beverages. All drinks and pricing must be included on menu submitted with application. (include in question regarding menu above)

  • Permits: 

    • All food trucks and food vendors must be in compliance with local and state regulatory agencies. This includes Health Department and Fire Safety. 
    • All vendors must show proof of mobile permit or submit a temporary event health permit application.  Proof of mobile permit or temporary permit applications should be submitted to Pulaski County Chamber of commerce at 6580 Valley Center Dr, Ste 302, Fairlawn, VA 24141 or info@pulaskivachamber.org no later than October 2, 2023.
    • Fire Safety laws that apply to food trucks are the responsibilty of the food truck owner.  For more information contact regional Fire Marshall. 
    • Wineries Only: ABC remote licesnse must be obtained through VA Alcohol Beverage Control Authority. Permission to participate as a vendor must be granted by organizers of Jack O Lantern Spectacular.

  • Photography and Promotion: 

    • Food Trucks and Vendors agree to allow use of video and photography taken by PCCC and event organizers for promotional purposes.

  • Load in & SET-UP: 

    • Application and permits must be submited prior to event, no later than October 2, 2023
    • Food vendors and food trucks can begin set up as early as 1:00 pm the day of the event.
    • Food Trucks and food vendors are required to check-in prior to loading in and setting up. 
    • Booths must be ready to serve customers by 3:00pm. (Open to public at 3:00 pm, music starts at 7:00 pm)
    • Food Trucks and Food Vendors must be present and open for business during the entire event. 
    • Event ends at 9:00 pm. 
  • Safety & Security: 

    • Applicants shall sell and serve food at their own risk 
    • Applicants must obey all pertinent safety codes and laws, inclucing, but not limited to, fire, safety, and parking regulations. 
    • Pulaski County Chamber of Commerce of Pulaski County Parks and Recreation reserve the right to shut down any vendor not meeting cleanliness and food storage safety codes and laws. 
    • Canopy tents must be fire retardant; open flames must be located a minimum of 10' away from all canopy materials. 
    • All Canopies, tents and other temporary structures must be weighed down before you are permitted to open, with the equivalent of 40 pounds per pole minimum. Booths may not open until properly weighted. You may be shut down for not having proper weights.

    • Food trucks and food vendors will abide by staff/volunteer requirments regarding location(s). PCCC and/or Pulaski COunty Parks and Rec have the right to change a vendor location at any time. 
    • Food Trucks and food vendors will provide all required equipment for operations and sales. 
    • Food trucks and food vendors A frame signs cannot extend further than 3 feet from facade of booth. Food trucks and food vendors are liable for any injury or damage caused by signs. 
    • Any food vendors that fry must be in a food truck only. Food vendors with a pop-up tent are NOT permitted to fry.

  • Waste: 

    • No grease or gray water disposal is available. 
    • No water provided by event hosts. 
    • Food vendors & food truck operators are responsible for removing debris and ensuring the general cleanliness of the area.

  • Weather: 

    • The Jack-O-Lantern Specatular event will take place rain or shine. Applicants agree to be present despite weather conditions. Each participant is reponsible to prepare their displays to withstand weather fluctuations including rain and wind.

  • Food Trucks and Food Vendors are independent contractors: 

    Food trucks and food vendors execute this Agreement as independent contractors and shall at all times have complete supervision, direction, and control over the services to fufill requirements. Vendors execute this agreement as independent contractors, not as an employee of PCCC or Pulaski County Parks and Recreation. Vendors will assume responsibility for appropriate payment of payroll taxes and charges under applicable federal and local law. Vendors agree to take complete responsibility for paying the appropriate federal and state taxes as independent contractors.
