Wheels UP will reopen on 4/1 till funds have been depleted
We are excited about potentially partnering with you on your journey toward sustainability through our Wheels Up program. This program is designed to help teach financial literacy and responsibility, while providing guidance, and ultimately helping to cover the costs associated with permanent transportation.
Program Eligibility:
1. Funding assistance to help cover the costs associated with permanent transportation.
2. Cumberland, Perry, and Dauphin County residents only.
3. Have a Pennsylvania DL at the time of application if looking to purchase a vechicle.
4. Must have at least one child under 18 living in the household.
5. Must be employed or have a stable income that can sustain transportation.
6. Will be required to complete 2 FDIC Money Smart Lessons and Homework before being approved for funding.
7. Funding must be the FINAL amount to be provided to resolve the matter.
8. Applications are processed in the order required materials are turned in.
9. A case manager referral is required and will be verified.
Application Process:
1. Meet with FPHCR staff member in person or via Zoom.
2. Completion of the mandatory FDIC and Keys to Good Tenancy lessons and homework.
If approved and funding is provided the client and a FPHCR staff member will set up a time/date to meet at the dealership: Your PA DL and current car insurance for the intended vechicle will need to be provided before the release of funds.
Program Terms:
1. Financial assistance up to $2,000 (depending on the needs)
2. Funding MUST be used for costs associated with permanent or long-term transporation.
3. FPHCR payment will be made directly to vendor.
4. Client may purchase a vechicle at car dealership only. No private sellers or Buy Here, Pay Here dealerships will be accepted.
PLEASE NOTE:
- Not all submitted applications will be accepted.
- Preference given to individuals transitioning out of short-term shelter into transitional or permanent housing.
- There are three programs a participant can choose from, as listed below, depending on their need.
1. Participants in the new driver program will be eligible for the vehicle repair/purchase program immediately once the initial amount paid in full.
2. Participants in the vehicle repair/purchase program must wait one year after the requested amount paid in full to be eligible to participate again.
3. New driver program: up to $1,000 for new drivers including licensing and education with remainder eligible to be used for vehicle insurance.
NOTE: If participant has already gone through FDIC “Money Smart” program during vehicle licensing phase, they don’t have to repeat program during the vehicle repair or purchase phase. In that case, participant will be required to have monthly check-ins w/ program representative and receive same incentive as below for ongoing case management.
The second phase, which is optional, is ongoing financial case management.
· Ongoing case management can begin after the completion of “Money Smart” sessions.
· Involves the mentee/participant meeting with a program representative as often as mutually agreed upon (at least monthly), to discuss their financial progress, get advice, and make additional financial goals.
· Meant to reinforce the practices taught throughout the FDIC “Money Smart” program and turn them into habits.
The final phase is still being finalized but will involve participants/mentees who are interested in doing so and are eligible, to serve as mentors. More information on this phase to come.
