    Pool Fill or Water Leak
  • Sewer fees are calculated annually based on the customer’s average monthly winter water usage billed in December, January, February and March. If your water-usage for these four months is a misrepresentation of actual water disposed through the city’s sewer system due to a pool repair or leak, you may appeal by completing the following form. Appeals are accepted July 1 - Oct 31.

     

    Appeals for irrigation are no longer available on the standard appeal form. Customers who received adjustments for irrigation in 2022 will be limited to the same adjustment after an attestation to 'No Significant Change' in usage for irrigation purpose or installing a sub-meter to measure volume of water not entering the wastewater system. 

     

    The information provided on this form will be used to determine if your sewer fee should be adjusted for the remainder of the year.   • Customers who have received adjustments in 2022 due to winter irrigation will receive an exception to the alternate appeal method, where the adjustment received in the year prior to the new process will be the adjustment used in future years, except where the prior year adjustment is greater than or equal to the current average in which case there will be no adjustment. 

    The 2022 adjustment must be for irrigation to be eligible for future irrigation adjustment consideration and must be submitted each year to remain eligible. This exception does not apply to customers who received adjustments in 2022 for only a pool fill and/or leak. 

    I attest that the water use for irrigation during the billing periods in December 2024, January 2025, February 2025 and March 2025 did not change from water used to irrigate at my property in the same months in previous years. I understand that the seasonal sewer average will be reset to the adjusted average from my 2022 appeal unless the overall water use is equal to or less than the 2022 winter water average. I understand that if this attestation is found to be false or untrue my request for adjustment will be denied.

  • Customers who believe their seasonal sewer average (SSA) volume is high due to water-use for irrigation purposes may elect to use an alternate method to the SSA process previously described. The alternate method include the installation of a sub-meter per Section 25-120(C) of the Peoria City Code on the line that does not enter the wastewater system, which will consequently measure the flow of water that does not enter the wastewater system. The flow of water into the wastewater system is the difference between total consumption (main-meter) and the flow of water that did not enter the wastewater system (sub-meter). Refer to the City code for additional details.

     

    • The City of Peoria must provide water to the property.
    • The applicant will purchase the meter from the City ensuring adherence to all pertinent requirements and specification of the City’s water meter read network. The applicant will pay the cost at which the City purchase the meter from its distributor. The exact cost of the water meter will be provided after the applicaiton has been received as it may vary due to vendor pricing changes. The City of Peoria will not install the sub-meter. The applicant will be responsible for coordinating the meter installation, maintenance and all associated costs.
    • As part of the ongoing process, the City will read both the main and the sub-meter monthly. The calculated flow of water into the wastewater water system will be applied to the current City Council approved wastewater rate and bill monthly as wastewater fees.
    • The applicant must not block the sub-meter in any way that will prevent the City from reading the sub-meter as part of its normal meter-read process. It is the applicant sole responsible to ensure the sub-meter is functional and that the City can read the sub-meter as part of its normal meter-read process. Any failure of the sub-meter to transmit a read a part of the City’s normal meter-read process will result in the total consumption applied to the wastewater rate to determine wastewater fee for the period.
    • Customers who have received adjustments in 2022 will receive an exception to the alternate method, where the adjustment received in the year prior to the new process will be the adjustment used in future years, except where the prior year adjustment is greater than or equal to the current average in which case there will be no adjustment.  In order to receive the exception customers must complete and submit the Sewer Appeals form(s), which will include a ‘No Significant Change’ attestation.
    • The City will also allow a one-time exception for existing customers who have not received a previous adjustment at the implementation of this policy and to customers new to the City after the effective date of the policy where a 10% reduction will be applied to calculated SSA volume of 5Kg or greater. Calculated SSA volume below 5Kg will not be eligible for an adjustment. In order to receive the exception customers must complete and submit the Sewer Appeals form(s).
