The City of Milpitas adopted the General Plan in 2021 and is now updating the zoning to implement the General Plan policies including the Housing Opportunity Zones. The draft recommendations for the Town Center (TC) and Neighborhood Commercial Mixed-use (NCMU) zones foster the development of mixed-use neighborhoods. These zones, referred to as Housing Opportunity Districts (HOD), will remain centers of local retail businesses while also incorporating more housing and amenities.
