A derogation MUST be sought in advance for ALL mutilations including disbudding, dehorning, castration and tail docking irrespective of the age of the animal/s. A derogation for Restricted Veterinary Practices Form is enclosed and a further copy is enclosed in the Appendix (forms) at the back of the 2024 Record Book.
The full rules relating to mutilations are outlined on the derogation for Restricted Veterinary Practices form which must be fully adhered to.
It is suggested that each farmer estimates all their mutilation requirements for 2024; then include these on a derogation for Restricted Veterinary Practices form and submit the form for approval with their annual return documentation. If a need arises later in 2023 for approval for a mutilation not included on this form, the applicant can make application for a second 2024 derogation. Please note that under EU Regulation 2018/848 which commences on 01.01.2024, all restricted veterinary practices must be approved by DAFM — further detail regards same in the covering letter.
Each applicant must ensure that the full details relating to mutilations are included in the appropriate section of the record book and evidence must be retained for audit of the anaesthetic used. Use of anaesthetic can ONLY be waived for tail docking/castration of lambs & goats under 8 days of age by means of a rubber ring provided that a veterinary surgeon has signed and stamped the relevant section on page 1 of the derogation for Restricted Veterinary Practises form. An approved derogation must be received by the operator prior to the mutilation being carried out.
