    NON-COMPETITIVE COMMERCIAL USE PERMIT APPLICATION

  • A Commercial Use Permit (CUP) is required for anyone conducting commercial activities (as defined in 11 AAC 12.990(9)*) within any unit of the State Park system. Examples of commercial activities include guided activities, charter services, portrait photography, transportation services, outfitting, supply, or equipment sales or rentals within a park.

    All individuals operating commercially in State Parks are required to carry a copy of this commercial use permit and stipulations while operating in State Park units. If employees change during the year, you must submit an amendment form online for approval. This permit is only valid for the calendar year in which it was issued.

    To complete this application you must provide: 

    • A Certificate of Commercial Liability Insurance with the State of Alaska as additionally insured (see General Stipulation included below for more details). 
    • List all individuals operating under the CUP along with license(s)/ certificate number and expiration dates. You must have permission from each individual to include thier information on the application.
    • List all vehicles, boats, aircrafts, snowmachines, ATVs, etc. used in any park unit along with description, license plate, N number, and Alaska boat registration number.

    Allow 30 days for processing your application. Instructions for payment will be sent to the email address provided on the applicaiton. 

    Permit Fees:

    A non-refundable permit application processing fee of $100

    Annual permit fee of $350

    An expedite fee of $100 may be charged for permits requested to be issued in less than 5 business days.

    End of Season report and fees are due by December 31st of the permit year.

    Boat launch passes are not included in the permit. Passes can be purchased online at dnr.alaska.gov/park/passes or by calling the Public Information Office at 907-269-8400.

    Request all areas you would like to commericially operate in.

  • New as of late 2025, the City and Borough of Wrangell has a Memorandum of Understanding with Alaska State Parks to manage the Petroglyph State Historic Park. Under this agreement, the City and Borough of Wrangell collects permit fees and End of Season fees for activities at Petroglyph State Historic Park.

    List all vehicles, boats, aircrafts, etc., to be used for commercial operations in a State Park. Paddle craft are not required to be listed. List N/A on license plate information for ATVs, snowmachines, rafts, or other.

    Currently or within the past 5 years has the company (entity), its owners, or any employees/guides who have or will be expected to operate within state parks been convicted, pled no contest, forfeited collateral, or are currently under charges for violations of any commercial permit or had a commercial permit revoked; any state, federal, or local law; or any law related to fish or game?

  • Commercial General Liability Insurance

  • Insurance Required. Without limiting indemnification, commercial operators providing services in State Park lands and waters must maintain liability insurance with coverage and limits adequate to protect both the Permittee and the State (including its officers, agents, and employees) from liabilities arising from operations on state land. A Certificate of Insurance (COI), on an ACORD form, must be submitted with the permit application. The COI must name the State as an additional insured with respect to the Permittee’s operations on or in conjunction with the permitted premises, using the following address for the State:

    The COI must include provisions for notice of cancellation, non-renewal, or material change as required by the policy. Insurance must be maintained continuously throughout the permit term. Policies must be written on an “occurrence” basis unless otherwise approved by the Division of Risk Management, Department of Administration. Failure to provide or maintain satisfactory insurance is a material breach and may result in permit termination.

  • I, the permitee, attest the information submitted on this form and any attachments are true, complete, and accurate to the best of my knowledge. The permittee has read and agreed to the stipulations of this permit and understands that the breach of any of the stipulations is cause for revocation or suspension. By signing this form, the permittee, its agents, and employees agree to conduct the authorized activities under this permit in accordance with the attached general stipulations and park unit specific stipulations that are incorporated upon the issuance of this permit. Information supplied in this application is available for public record through a public records request.
