  • In order to continue we will need your landlord to complete this form as there are some prequalification questions. (You can view them if you select 'I rent the property to private tenants'). We will still need to see your qualification evidence but this will be requested at a later date. 

  • By continuing this form you confirm that your landlord has already given permission for your application. The landlord will need to make a financial contribution to upgrade works, and they will be subject to their own eligibility checks. 

  • 1. Devon County Council will only consider landlords within the private rented sector eligible when they own 4 or fewer rental properties and if they complete a subsidy declaration, which declares that they will remain within the Minimal Financial Assistance limit of £315k if their rental property is retrofitted under HUG 2. Subsidy form is provided further on in the process. 


    2. The 4-property limit applies to the landlord and their spouse or partner, any
    companies the landlord (or spouse or partner) owns or controls, and where the
    landlord is a company, any other companies in that group, and includes any other
    body or organisation similarly connected to the landlord


    3. The landlord will be required to provide proof that they own the property, proof that the property is off gas-grid and a valid EPC (rated D or E) for the property.


    4. Landlords within the private rented sector are required to contribute at least 33% (one third) towards the cost of upgrading homes. This will need to be paid in full before measures are instructed and installed.

  • Only multiple flats from the same block can be considered for installation. 

  • To qualify for the funding your household income must be under £31000 or it must have an eligible postcode. If your properties household income is over £31000 before tax, and the properties postcode is not automatically eligible please do not apply as you will not be eligible.   • If you have a broken mains gas boiler or if the property has previously had mains gas heating, you will still not qualify for this scheme so please do not apply. 

  • This funding is only suitable for off gas properties. Please feel free to contact us separately as you may qualify for other funding streams. You will be unable to submit an application for this property. 

  • This funding is only applicable if your EPC is band D or below for Owner Occupied properties, and band D or E for Private Rented properties. If you think your EPC is wrong, you can find an EPC assessor for a new one here https://www.gov.uk/get-new-energy-certificate

    If you live in an automatically eligible postcode:

    - Proof of address such as council tax bill or utility bill is required

    If you do not live within an eligible postcode and qualify based on your household income:

    - Proof of income for each adult within the property (three months bank statements) or evidence of means tested benefits dated within the last year

    - Proof of address such as council tax bill or utility bill
