Terms and Conditions of NLx Research Hub Data Use:
Benefits
Data requests should provide reasonable potential to benefit the community and the common good. This includes any research question that, when answered, provides measurable advancement toward the NLx Research Hub goals: (1) increase the amount of actionable labor market information in the U.S., and (2) facilitate convergence research across sectors. The common good also includes the development of insights that lead to new practices, policies, and solutions that ensure high-quality employment for all.
IRB Approval
Data requests will not be reviewed if a researcher's institution first requires the review and approval by its Institutional Review Board (IRB). If approval by IRB is required, please provide evidence of the approval. An email stating such approval is acceptable.
Confidentiality
All data users have an affirmative obligation to safeguard the confidentiality of any individuals and employers whose names appear in the NLx dataset. Users must abide by the following guidelines:
- Downloaded data should be stored in well-secured environments such that unauthorized persons do not have access to it.
- Raw (disaggregated) NLx data may only be viewed by individuals listed as authorized users on the data use agreement. Data are made available for individual use only. Authorized users are prohibited from distributing the database to a third party. Principal Investigators may request the addition of authorized users at any time by emailing nlxresearchhub@naswa.org.
- Aggregate statistics, derived data products, dashboards, algorithms, and code may be shared with others not listed on the data use agreement so long as individual job posting records cannot be identified.
- No attempt should be made to link the NLx dataset with other dataset(s) containing individually identifiable information on human subjects.
Data Use Agreement
All data shared with authorized users are subject to the terms and conditions of a signed data use agreement, which will be distributed to the authorized user upon approval of their data request.
Publication
Publication consistent with academic standards is permitted provided it complies with the terms and conditions of the data use agreement.
