The Manitoba Veterinary Medical Association (MVMA) is seeking new veterinarian members to be part of the MVMA Peer Review Committee (PRC). To assist the MVMA Council to determine the appointee for this position, please review the information regarding the position and its requirements.

Role of the MVMA Peer Review Committee
The role of a Peer Review Committee is to investigate complaints against MVMA members and reach decisions regarding these complaints within the framework of The Veterinary Medical Act of Manitoba and the General By-laws of the MVMA as part of a Peer Review Complaints Committee (PRCC). All PRCC members must approach each complaint as impartially as possible.

Peer review committee
18(1) There shall be a peer review committee consisting of at least nine persons appointed in accordance with this section.
Purpose of committee
18(2) The purpose of the peer review committee is to provide a roster of persons who may be appointed as members of the complaints committee, the appeals committee and any inquiry panel established under this Part.
Membership
18(3) At least six members of the peer review committee shall be members of the association appointed by the council, and at least three members of the committee shall be public representatives each of whom
(a) is not a member or former member of the association or a parent, spouse, common-law partner, brother, sister or child of a member;
(b) is not employed by a member of the association; and
(c) is not an officer or employee of, and does not have a pecuniary interest in, a firm or corporation that practises veterinary medicine.
Complaints committee
18(6) The chairperson of the peer review committee shall from time to time appoint at least two members of that committee as a complaints committee.
Excerpts from the MVMA Terms of Reference – Peer Review Committee Terms of Reference
1.0 Reason for Policy
The Peer Review Committee, ("PRC"), is mandated by The Veterinary Medical Act to review formal and informal complaints against members of the Manitoba Veterinary Medical Act ("MVMA"), including investigation and resolution of complaints. This policy will set out the terms of reference for the committee: how many members, length of term for members and the Chair, appointment and/or reappointment of members and the Chair, orientation, meeting frequency, reporting and budget.
2.3 Complaints Committee
2.3.2 A quorum for a sub-committee is three (3) members, two MVMA members and a public representative member.
2.4 Appeals Committee
2.4.1 The PRC Chairperson shall from time to time, from among the members of the PRC, appoint an appeals committee consisting of at least three (3) members, and shall name one of them as Chairperson.
2.4.2 One of the members of the appeal committee shall be a public representative.
2.4.3 No person who was a member of the complaints committee reviewing the matter under investigation shall be a member of the appeals committee hearing the appeal of that matter.
2.5 Inquiry panel
2.5.1 When a matter is referred to the Chairperson of the PRC
(a) by the complaints committee under clause 23 (1)(a) or subsection 26 (4) of The Veterinary Medical Act;
(b) by the appeals committee under subsection 28 (3) of the Veterinary Medical Act;
2.5.2 The Chairperson shall establish an inquiry panel consisting of at least three members of the PRC, one of whom shall be a public representative.
2.5.3The Inquiry Panel shall elect a Chairperson from among its members.
2.5.4 No member who investigated the conduct of the investigated member, or who participated in a review of the matter as a member of the complaints committee shall be a member of the inquiry panel concerning the same matter.
Competencies and requirements
The representative must adopt a neutral, open-minded approach to complaints, make decisions based on logic, the relevant regulations, and the facts presented.
The Representative should:
- Have above average communication skills.
- Be able to respond quickly to email discussions about cases.
- Be able to attend two meetings a year in Winnipeg, generally two to three hours on a weekday evening.
About the position:
o This position is a two-year renewal term appointed by MVMA Council.
o It is an unpaid, volunteer position (mileage for meetings is reimbursed).
