    NON-COMPETITIVE COMMERCIAL USE PERMIT APPLICATION

  • A Commercial Use Permit (CUP) is required for anyone conducting commercial activities (as defined in 11 AAC 12.340(19) *) within any unit of the State Park system. Examples of commercial activities include guided activities, charter services, transportation services, outfitting, supply, or equipment sales or rentals within a park.

    A person may not provide professional guide services within the Kenai River Special Management Area without first obtaining a valid Kenai River permit issued by the division. This permit is only valid for the calendar year in which it was issued. Requirements for a Kenai River guide permit can be found under 11 AAC 20.885.

    To complete this application you must provide:

    • A Certificate of Commercial Liability Insurance on an ACORD form with the State of Alaska listed as additionally insured (see General Stipulation #3 for more details) - Required for Business Owners
    • Kenai River Guide Academy Certificate for first year applicants - Required
    • Driver’s License - Required
    • First Aid Card - Required
    • Proof of Drug Program or negative DOT 5-panel drug test within the last 30 days - Required for Guides
    • US Coast Guard License - Required for Motorized 
    • Alaska Fish and Game Guide Card - Required
    • Alaska Fish and Game Business Guide Card - Required for Business Owners
    • Alaska Business License Number - Required for Business Owners

    Allow 30 days for processing your application. Instructions for payment will be sent to the email address provided on the application.

    Permit Fees:
    A non-refundable permit application processing fee of $100

    Annual Kenai River Guide permit fee of $1000

    An expedite fee of $100 may be charged for permits requested to be issued in less than 5 business days.

    Boat Launch Passes are not included in the permit. Passes can be purchased online at dnr.alaska.gov/park/passes or by calling the Public Information Office at 907-269-8400.

    List all vehicles and boats to be used for commercial operations in a State Park.
  • Park Units 

    Please include all additional areas within the Alaska State Park system you would like to operate as a fishing guide such as the Kasilof, Deep Creek, Anchor Point, etc. Certain areas outside of KRSMA may require an End-of-Season report. Any non-guided fishing activity will require a seperate permit.

  • Commercial General Liability Insurance

  • Insurance Required. Without limiting indemnification, commercial operators providing services in State Park lands and waters must maintain liability insurance with coverage and limits adequate to protect both the Permittee and the State (including its officers, agents, and employees) from liabilities arising from operations on state land. A Certificate of Insurance (COI), on an ACORD form, must be submitted with the permit application. The COI must name the State as an additional insured with respect to the Permittee’s operations on or in conjunction with the permitted premises, using the following address for the State:

    The COI must include provisions for notice of cancellation, non-renewal, or material change as required by the policy. Insurance must be maintained continuously throughout the permit term. Policies must be written on an “occurrence” basis unless otherwise approved by the Division of Risk Management, Department of Administration. Failure to provide or maintain satisfactory insurance is a material breach and may result in permit termination.

  • I, the permittee, attest the information submitted on this form and any attachments are true, complete, and accurate to the best of my knowledge. The permittee has read and agreed to the permit stipulations and understands that the breach of any of the stipulations is cause for revocation or suspension. By signing this form, the permittee agrees to conduct the authorized activity under this permit in accordance with the attached general stipulations that are incorporated upon the issuance of this permit. Information provided in this application is made available to the public through a public records request.
