        1. No delivery will be called Wide if it comes into contact with the striker’s bat or person or is called as a No ball (Laws 2003)
      2. For all other deliveries the following interpretation will apply:
        1. Off / Leg side Wide’s:
          1. Two white lines will be marked joining the bowling and popping creases. Each line will be parallel to the Return Crease and will be 35” (88.90cms) from the center of the middle stump.
            1. The umpire will call any delivery that passes over or outside of this line Wide.
          2. Umpire will not judge the delivery as a Wide if the Striker by moving.
            1. Causes the ball to pass wide of him but within the marked white lines.
            2. Brings the ball sufficiently within his reach, to be able to hit by means of a normal cricket stroke. In this case the white line marker would not matter.
          3. Leg side Wide’s
            1. The line markings mentioned above do not apply to leg side deliveries.
              1. Any ball passing down the leg side i.e. missing the leg stump and not been hit or hitting the batsman is deemed a wide ball even if the batsman steps inside the line.
            2. Wide balls and no balls will not be counted as ball for the over, so would need to re-bowled.
        2. No Balls - Bouncers/Short Pitched Balls
          1. One 'bouncer' ball per over is allowed in T20 and two bouncers in 40 over game. A short-pitched ball is defined as any ball that passes or would have passed over the shoulder of the batsman in his normal standing position. It is immaterial whether he hits it or not.
          2. If that short pitch ball is deemed a wide on grounds of height or direction or is a no ball, it counts as the one bouncer for the over.
          3. The Bowlers End Umpire will inform the bowler, the batsman and the fielding captain that the one per over has been bowled.
          4. Should there be a second 'bouncer' in the same over it will be called No Ball by the umpire if the game is T20 But if it is a 40 over game 3rd bouncer of the same will be called a No ball.
          5. Deliveries with the ball bouncing more than once in front of the batting crease will be considered as a no ball.
          6. The heel of the bowler's front foot lands on or in front of the popping crease (the front line of the batting crease), will be called as a NO Ball
          7. However, the front foot can be raised over the line as long as the heel does not go beyond the crease.
          8. The bowler's back foot is touching or outside the return crease.
          9. A full toss - a ball which does not bounce - from a bowler reaches the batsman above the waist height.
          10. The bowler does not notify the umpire of a change in their mode of delivery.
            1. So if a player says they are a right-arm bowler to the umpire and then bowls left-arm, the umpire will call a no ball.
          11. The umpire believes the bowler is throwing the ball.
            1. The leg umpire will notify the main umpire of a suspect action and then if the umpires concur warn the bowler and a second incident will be called No Ball.
          12. If the wicketkeeper encroaches beyond the stumps before the ball has been struck by the batsman or has passed the stumps.
          13. No Ball (Full Toss) hitting stumps:
            1. U11/U13 – NOT OUT
            2. U15/U17/U19 – OUT
          14. No Ball (Full Toss) ball is Leg Umpires call, but can be overridden by the Main Umpire.
        3. Bowling of high full pitch balls
          1. Any delivery (irrespective of its speed or direction) which passes or would have passed on the full above the waist band of the batsman's trousers height, standing upright at the crease is to be deemed dangerous and unfair, whether it is likely to inflict physical injury on the striker.
          2. The umpires will ensure that no such deliveries go unpunished.
          3. It is immaterial whether the batsman hits the ball or not.
          4. The bowlers end umpire in consultation with leg umpire will call any such delivery a NO BALL
          5. Waist height ‘No Ball’ will be followed by Free Hit
        4. Ball Pitching outside the pitch
          1. The umpire shall signal No ball if a ball pitches wholly or partially off the pitch before it reaches the line of the striker's wicket Bowler breaking the Non-Striker’s Wicket during Delivery
        5. Where a bowler breaks the non-striker’s wicket during his delivery any umpire shall call ‘No Ball’.
          1. Any bowler delivers more than one Beamer ball will not be able to bowl for the rest of the match. Beamer Definition can be found here - https://en.wikipedia.org/wiki/Beamer_(cricket)
        6. Free hit
          1. Free hit will follow for all no balls
        7. If anything falls from the bowler during the delivery (eg cloth) – this would be considered a DEAD BALL.

    13. The Ball:
      1. A new ball will be used at the start of each innings.
        1. For: U17, U19: 2 new balls will be provided for each inning.
      2. The umpires will decide if and when a ball becomes unfit for use and obtain a replacement.
      3. The used ball remains the property of SCCA Youth (Woodley Tigers Team) and must be handed to the umpire at the end of the innings.

    14. Points awarded:
      1. The winning side is awarded 2 points. No points to the losing team.
      2. It shall be the duty of the captain(s) of the team(s) and the umpire(s) to ascertain between innings the total runs scored by the side batting first and to agree the batting target accordingly.
      3. In the case of a NO RESULT each side is awarded 1 point and no bonus point to either side.
      4. If team is not available for game to start on time as explained earlier, full points will be awarded to the other team. Umpires will decide on awarding the game.
      5. Interrupted game
        1. In the event of a game been shortened due to weather or delayed during the game by unforeseen circumstances either before the start or during the game
          1. If possible start the game from the beginning with a minimum of 6 overs per side been played.
          2. Work out the number of overs to be played by the time left and dividing it by 4 minutes per over.
          3. Wherever possible both sides must have the same number of overs to play.
          4. Umpires to work out the numbers of overs per bowler of a pro rata basis as well as agreeing the fielding restrictions
          5. In any game the team batting second must have the opportunity of batting at least 75% of the overs of the of the other team’s allocation.

      3. Neutral Umpires decision is final. NO outside video proof will be entertained.Teams or players arguing/abusing umpires or equipment will be subject to penalties as deemed fit by umpires and organizers.

    16. Penalty Point:
      1. Late Starts, Slow Over Rate, Batsmen NOT crossing on Field of Play.
      2. Penalties for Delay of Game:
        1. All penalties are completely at the Discretion of the Neutral Umpire Officiating the game.
        2. We have empirical data from years of matches that supports the fact that one over can be bowled in 4.5 minutes at all age levels. Our calculations are based on this data.
        3. Based on this data each innings will last for
          1. U11, U13, U15: 90 mins of play time, plus 5 mins drinks break in between. For each innings the total stipulated time in 95 mins.
            1. Main umpire will be responsible for keeping track, and his/her word will be final. Team managers and coach’s time clocks will not be considered.
          2. U17, U19: 180 mins of play time, plus 10 mins 2 drink break after each hour of play. For each innings the total stipulated time in 200 mins.
            1. Main umpire will be responsible for keeping track, and his/her word will be final.Umpires can reduce the break time based on the how is the game is progessing Team managers and coach’s time clocks will not be considered.
        4. For the 1st innings, the game will be stopped after stipulated time, irrespective of whether the bowling team was able to finish the overs.
        5. Penalty will be current run-rate + 4 runs/ over.

          For Example: (U11, U13, U15)
Morning Game starts at 8:30 AM:
At 9:15 AM (after completion of current over) – Neutral umpire will ask the teams to take a 5 mins break. At this time, the bowling team should have completed 10 overs. If they have not, then the neutral umpire will warn the captain about slow over rate.

Game will resume at 9:20 AM after the break.

At 10:05 AM if the team bowling first has bowled only 16.4 overs, the remaining 2 balls will be bowled and the innings declared closed at 17 overs.
At this time, the umpire determines which team is responsible for the delay of game.
In case where the bowling team is deemed responsible for the delay of game. If the team batting first has scored 102 runs. Then the current run rate is 6 runs per over. To calculate the runs from the remaining overs to be bowled: 4 Additional runs to be added to the current rate. The calculation will be (6*3) + (4 *3) = 30 runs Hence revised total will be: 102 + 30 =132 runs. The bowling team will need to score 133 runs to win in 20 overs.
In case the batting team is deemed responsible for the delay of game, as they take excessive drink breaks or are slow in sending new batsman to the crease. Then the first innings will finish at stipulated time, but batting team will be penalized. In this case the batting team total will be 102 runs. The bowling team will have to chase 103 runs in 20 overs.
During the Second innings, the game will be stopped after stipulated time. The penalty for the number of remaining overs after stipulated time, will be current run-rate + 4 runs/ over (if this delay is caused by the bowling team. if the delay is caused by the batting team, the penalty as appropriate to the batting team applies). The resultant calculation will be used to determine the result.

P.S An extra 1 run is taken into account on account of the team bowling second already aware of the situation and the potential result.

          For Example: (U17, U19)
          Game starts at 9:00 AM:
At 10:00 AM (after completion of one hour of play) – Neutral umpire will ask the teams to take a 10 mins break. At this time, the bowling team should have completed 13 to 14 overs the standard is 14.28 overs per hour of play. If they have not, then the neutral umpire will warn the captain about slow over rate.

Game will resume at 10:10 AM after the break.

At 12:20 PM if the team bowling first has bowled only 36.4 overs, the remaining 2 balls will be bowled and the innings declared closed at 37 overs.
The bowling team will need to score 133 runs to win in 40 overs.
In case the batting team is deemed responsible for the delay of game, as they take excessive drink breaks or are slow in sending new batsman to the crease. Then the first innings will finish at stipulated time, but batting team will be penalized. In this case the batting team total will be 102 runs. The bowling team will have to chase 103 runs in 40 overs.

Here is our guidance for game time:

The number of overs bowled becomes the defacto game. Ex: after 95 minutes, there has been only 19 overs bowled, then the total number of overs for the game becomes 19 overs a side.
