    NON-COMPETITIVE COMMERCIAL USE PERMIT APPLICATION

  • A Commercial Use Permit (CUP) is required for anyone conducting commercial activities (as defined in 11 AAC 12.990(9)*) within any unit of the State Park system. This application for permit is specific to Commercial Filming within a park. An issued permit must be carried at all times while operating in the parks.

    To complete this application you must provide:

    • A Certificate of Commercial Liability Insurance with the State of Alaska as additionally insured (see General Stipulations for more details).
    • A valid Alaskan Business License: https://www.commerce.alaska.gov/web/cbpl/BusinessLicensing.aspx
    • List all individuals operating under the CUP. You must have permission from each individual to include thier information on the application.
    • List all vehicles, boats, aircrafts, snowmachines, atvs, etc. used in any park unit.
    • If drones will be used, a copy of the drone license for the pilot in command.

    Allow 30 days for processing your application. Instructions for payment will be sent to the email address provided on the application. 

    Permit Fees:

    A non-refundable permit application processing fee of $100

    1 person $100 per day

    2-10 people $250 per day

    11-20 people $350 per day

    21-30 people $450 per day

    Over 30 people $1000 per day

    Drone use $100 per day in addition to the fee based on the number of people

    Day use parking fees are not included with this authorization. These fees can be paid on-site or by purchasing an annual parking pass: dnr.alaska.gov/parks/passes.

  • New as of late 2025, the City and Borough of Wrangell has a Memorandum of Understanding with Alaska State Parks to manage the Petroglyph State Historic Park. Under this agreement, the City and Borough of Wrangell collects permit fees and End of Season fees for activities at Petroglyph State Historic Park.

  • Commercial General Liability Insurance

  • Insurance Required. Without limiting indemnification, commercial operators providing services in State Park lands and waters must maintain liability insurance with coverage and limits adequate to protect both the Permittee and the State (including its officers, agents, and employees) from liabilities arising from operations on state land. A Certificate of Insurance (COI), on an ACORD form, must be submitted with the permit application. The COI must name the State as an additional insured with respect to the Permittee’s operations on or in conjunction with the permitted premises, using the following address for the State:

    The COI must include provisions for notice of cancellation, non-renewal, or material change as required by the policy. Insurance must be maintained continuously throughout the permit term. Policies must be written on an “occurrence” basis unless otherwise approved by the Division of Risk Management, Department of Administration. Failure to provide or maintain satisfactory insurance is a material breach and may result in permit termination.

  • I, the permitee, attest the information submitted on this form and any attachments are true, complete, and accurate to the best of my knowledge. The permittee has read and agreed to the stipulations of this permit and understands that the breach of any of the stipulations is cause for revocation or suspension. By signing this form, the permittee, its agents, and employees agree to conduct the authorized activities under this permit in accordance with the attached filming stipulations and park unit specific stipulations that are incorporated upon the issuance of this permit. Information supplied in this application is available for public record through a public records request.
