NON-COMPETITIVE COMMERCIAL USE PERMIT APPLICATION
A non-competitive Commercial Use Permit (CUP) is required for anyone conducting commercial activities (as defined in 11 AAC 12.990(9)*) within any park lands and waters. This application for permit is specific to Commercial Filming within a park. An issued permit must be carried at all times while operating in the parks.

To complete this application you must provide:
- A Certificate of Commercial Liability Insurance with the State of Alaska as additionally insured (see General Stipulations for more details).
- A valid Alaskan Business License.
- List all individuals operating under the CUP. You must have permission from each individual to include thier information on the application.
- List all vehicles, boats, aircrafts, snowmachines, atvs, etc. used in any park unit.
- If drones will be used, a copy of the drone license for the pilot in command.
Allow up to 30 days for processing your application. Instructions for payment will be sent to the email address provided on the application.

Director's Order 328 Regarding Permit Fees:

A non-refundable permit application processing fee of $100

1 person $100 per day

2-10 people $250 per day

11-20 people $350 per day

21-30 people $450 per day

Over 30 people $1000 per day

Drone use $100 per day in addition to the fee based on the number of people

Day use parking fees are not included with this authorization. These fees can be paid on-site or by purchasing an annual parking pass online.

Example: This shoot will include shots of a graduate student currently conducting field research in Anchorage, focusing on the study of wolves, lynx, and wolverines. No animals will be captured or filmed for our purposes. The areas/trails we are looking to film as the backdrop are Mount Baldy Loop, Flattop Mountain Trail, and O'Malley Peak Trail. Equipment and camera gear will be (1) Canon C400 Cinema Camera, (3) Atlas Mercury Anamorphic lenses, Sennheiser microphone and boom pole, Zoom F8n Pro audio recorder, and (1) EasyRig support system.

New as of late 2025, the City and Borough of Wrangell has a Memorandum of Understanding with Alaska State Parks to manage and collect permit fees/end of season fees for activities at Petroglyph State Historic Park. Under this agreement, you will not be required to submit a separate application with the City and Borough of Wrangell for your commercial use activity at Petroglyph State Historic Park. Alaska State Parks will forward your application to the City and Borough of Wrangell for review and/or processing.

Here is an example of an insurance policy on an ACORD form that meets the requirement for commercial operators within Alaska State Parks.
Insurance Required. Without limiting indemnification, commercial operators providing services in park lands and waters must maintain liability insurance with coverage and limits adequate to protect both the Permittee and the State (including its officers, agents, and employees) from liabilities arising from operations on park lands and waters. A Certificate of Insurance (COI), on an ACORD form, must be submitted with the permit application. The COI must designate the State of Alaska as the additional named insured with respect to the Permittee’s operations on or in conjunction with the permitted premises, using the following address:

The COI must include provisions for notice of cancellation, non-renewal, or material change as required by the policy. Insurance must be maintained continuously throughout the permit term. Policies must be written on an “occurrence” basis unless otherwise approved by the Department of Administration, Division of Risk Management. Failure to provide or maintain satisfactory insurance is a material breach and may result in permit suspension or revocation.
