8.36.640 Construction and Demolition Materials Management Plan (C&DMMP)

In efforts to divert construction and demolition waste away from our limited remaining landfill space, in 2016, California Green Building Code required all covered projects to complete a Construction & Demolition Materials Management Plan (C&DMMP) to encourage contractors to identify what types of waste may be generated from construction projects and determine the best way to dispose of that waste.

The purpose of this plan is to identify and outline the methods to reduce landfill-bound waste from construction and demolition projects and to divert or recycle a minimum of 65% of materials by weight.

    • An approved C&DMMP must be obtained prior to issuance of any building and/or safety permit for covered projects.
    • Information shall be provided concerning a salvage audit.
    • Prior to commencing any deconstruction project, a salvage audit is recommended.
    • C&DMMP security deposit is required unless waived.
  •  C&DMMP Requirements:

    1. C&D materials (by material type) total project weight estimates.
    2. Maximum weight of C&D divertible materials (by material type).
    3. The vendor or facility that the applicant proposes to use to collect, divert, market, reuse, or receive the C&D materials, by type of material.
    4. Estimated material weight or residual C&D materials list for landfill disposal.
    5. Estimated inert waste (by waste type) to be removed from the waste stream and not disposed of in a solid waste landfill.
