Support the Charter Amendment that lets the Mayor approve parking meter fees and transit fares.
Currently, the unelected department head of SFMTA has the authority to extend parking meter hours, raise rates, raise muni fares, etc, with no oversight from elected officials. This proposed charter amendment would change that, placing the authority back on elected leaders, namely the Mayor.
Background: In 2007, San Francisco voters approved Proposition A, which granted the SFMTA exclusive authority over changes to all operations, including fare changes, parking rates and hours of parking meter operations without "interference" from elected officials. The following year, the SFMTA Board of Directors (appointed by then-Mayor Gavin Newsom) delegated the sole authority to set parking meter maximum rates, operations, and time limits to the Director of Transportation. (The Board of Supervisors does not have authority over SFMTA’s base budget and can only approve or reject the entire budget proposal.)
Transportation fees greatly impact the lives of residents and businesses, particularly those in lower-income areas. When fees need to be changed, this decision should be made by our mayor, who can take all factors and constituents into consideration.
