RECOMMENDATION ( Referral)

The consular card you are applying for is EXCLUSIVELY issued to Rwandan Citizens even if they do not have a valid Rwandan Passport. To ensure that the card is only issued to the right people, you must provide at least one reference that can validate your eligibility. The recommendation should come from either a member of the Rwandan Community leadership in your area or elsewhere in the US or a staff at the Embassy of Rwanda in the United States.
