    Coronavirus Local Fiscal Recovery Funding from the American Rescue Plan
  • PROGRAM DESCRIPTION

    Provide a description of the project or program you intend to fund using these funds. Include the following: program type and approach, provider(s) (if known), role of each organization involved, timeline, referral and screening processes, site (if known), any plans for continuation beyond the timeframe for these funds.  Be sure to discuss any partnerships involved in the proposal, including identifying partners known at the time of Proposal submission and/or describing how you will identify and solicit for (if required under applicable law) unknown partners.

    If such project or program includes a capital expenses, include a description of how it is reasonably designed to address an identified impact or harm of the pandemic and related and reasonably proportional to the extent and type of impact or harm. If such capital expenditures total $1 million or greater as estimated in the Proposal, include a written justification for the capital expense, including analysis of the proposed capital expenditure against alternative capital expenditures that could be made.

  • EXPERIENCE AND CAPACITY

    Provide a summary of your city's prior experience in managing and overseeing social service projects, specifically those related to reducing homelessness, development and operation of a shelter(s), whether through direct service provision or contracting with non-profit organizations. If you have identified a partner for project implementation, describe their experience.

  • STAFFING AND TRAINING

    What is your proposed timeline for hiring and onboarding staff for the project? What qualifications and training will be prioritized for staff responsible for direct services?

  • UNDERSTANDING OF THE ISSUE

    How has your city gained insights into the specific needs and challenges of the local unsheltered population? How have you utilized available data and information to inform your understanding of Homelessness in your community?

  • SERVICE PLANS AND STRATEGIES

    What service strategies do you plan to use in the implementation of the project? Please include information about both the model [i.Ie., type and scope of services, type and number of staff, etc.] and the approach (i.e., . trauma informed, low barrier, housing first, etc).

  • EQUITY AND INCLUSIVITY

    How will your city ensure inclusive and equitable services, regardless of the delivery method? Describe how your city will incorporate the voices and experiences of marginalized racial groups overrepresented in homelessness like Black/African-American, Hispanic/Latinx, and American Indian and Alaska Native communities, in your Program.

  • SAFETY AND SECURITY 

    Outline the specific measures and protocols your city has implemented, or plans to implement, to ensure the safety and security of individuals involved in your Program, with an emphasis on COVID-19 compliance, crisis management, overdose prevention, and the use of Trauma-Informed Care for the protection of both service providers and clients.

  • TIMELINESS

    Provide a timeline for the implementation and operation of your Program, including estimated dates by which necessary licenses and permits will be obtained. How well-prepared is your city to meet the proposed plan within the timeframe? What measures have been taken to ensure immediate assistance to unsheltered individuals can be provided? If your city is contracting some or all of this work to a direct service provider, what is your city’s proposed timeline to identify and enter into a contract with such an organization?

  • COMPLIANCE WITH REGULATIONS

    What experience does your city have ensuring compliance with local, state, and federal regulations and standards for both direct and contracted services, particularly ARPA/CLFR?

  • PERFORMANCE METRICS

    Define the specific outcome measures and performance metrics that your city will use to assess the success of your Program and outline your plans for continuous improvement based on data and feedback, regardless of the chosen service delivery method.
