This network provides a platform for individuals to exchange ideas, share best practices, and collaborate on research and projects on outcomes-based financing approaches.

    SAMRC invest4health Learning and Action Network

    The purpose of this survey is to obtain information that will help the SAMRC to build a community of practice for outcomes-based funding and contracting in Africa. More specifically, the responses will be used to assist the SAMRC to provide needs-based knowledge products, impact investing news and updates and networking events for its Learning and Action Network (LAN) subscribers, under its invest4health programme.

    The invest4health initiative is focused on promoting innovative financing mechanisms and outcomes-based contracting approaches to address some of Africa’s most pressing health and related social development challenges. invest4health sees outcomes-based financing as a type of innovative finance, where funding is contingent upon achieving specific, predetermined health outcomes. This approach contrasts with traditional funding models that typically allocate resources based on inputs or activities.

    What is outcomes-based financing and contracting?

    Outcomes-based financing and contracting encourages efficiency, accountability, and a focus on results rather than just the implementation of programs. It's designed to ensure that investments in public health are directly linked to improvements in health indicators, such as reduced disease incidence, increased vaccination rates, or improved health service delivery.

    Outcomes-based financing and contracting require collaboration between governments, private investors, and public health entities. This approach include models such as social impact bonds or pay-for-performance schemes, where investors provide upfront capital to fund public health initiatives and are reimbursed (potentially with a return) by the government or a donor agency if the interventions achieve the desired outcomes. This approach incentivizes innovation and effectiveness in addressing public health challenges.
