    The Class E Rider’s Licence is granted to persons who have been assessed as competent to ride a Thoroughbred horse in amateur races. Please refer to the NZTR Licensing Policy for full details. Upon submission, your Application will be reviewed within 10 working days.

     

    Attachments required to complete the application;

    • Copy of ID (driver licence, passport or birth certificate)
    • Copy of Medical Fitness Examination (if required)
    • Copy of Working Visa (if required)
    • Copy of IELTS score documentation (if required)
    • Copy of NZ Certificate in Equine Racing - Level 2 qualification; or
    • Copy of completed Primary ITO Training Agreement
    • Copy of Convictions History Report (if required)

     

    You will be contacted by Proactive Health to undergo a baseline concussion test. This assessment is online for your convenience and is a requirement of the licence being granted. If you are applying from an international jurisdiction, can you please ask your local racing authority to provide a Stewards' Clearance (if required) and a copy of your Judicial Record for the previous 12 months (if required)

    (b) enrol in Training Agreement for the Primary ITO and undertake the NZ Certificate in Equine - Level 2 qualification

  • The Health and Safety at Work Act 2015 (the HSW Act), which came into force on 4 April 2016, includes the concept of a “person conducting a business or undertaking” (PCBU). This includes all businesses or undertakings regardless of whether a person conducts a business alone or with others, or whether or not it is for profit or gain.

    Most Jockeys will be a PCBU under the HSW Act and must ensure they comply with the HSW Act. The HSW Act also contains obligations for workers, which is widely defined. Further details are available on the NZTR website: loveracing.nz/NZTR/Resources/Health-and-Safety.aspx.

     By signing this form, I undertake to NZTR that:

    • I understand that I have obligations under the HSW Act and that it is my responsibility to meet those obligations;
    • I will carry out my obligations under the HSW Act;
    • I will cooperate absolutely with any health and safety investigation conducted by the Racing Integrity Board, NZTR or WorkSafe;
    • I will immediately report any incident that must be reported under the HSW Act or as directed by NZTR to the appropriate authorities;
    • I will comply with any health and safety policies at any racing or training venue.

    I acknowledge that my fitness to hold a licence depends on my compliance with these undertakings and that NZTR may cancel or suspend my licence if I breach them.

  • This information is being collected, and will be held, by New Zealand Thoroughbred Racing (NZTR), 18 Dick Street, Cambridge. It is being collected for the purpose of processing the application made under this form and for performing NZTR’s functions under the Racing Industry Act 2020 and the Rules of Racing (including relating to licensing and registration, as applicable).  You agree that the personal information supplied by you may be retained and used by NZTR and by third parties (if applicable) for these purposes and any directly related purposes. You also agree (unless you tick the box below or notify us otherwise), that NZTR may use this information for direct marketing or providing you with information on events, products and services, and that it may be disclosed by NZTR to, and used by, third parties for these purposes.

  • By signing and submitting this application form to NZTR:

    1.  I confirm that I have read the application form and undertake that all of the information that I have provided to NZTR in, or with, it is true and correct in every particular.

    2. I acknowledge that NZTR will rely upon the information I have provided in, or with, this application form for the purpose of determining whether I am an appropriate person to be issued a Class E Rider’s Licence.

    3. I understand that NZTR may take disciplinary action against me in the event that the information I have provided in, or with, this application form is false or misleading in any particular, which action may include the revocation of any licence issued to me.

    4. I acknowledge that the provision of any false, misleading or inaccurate information in, or with, this application form may result in me being charged under the NZTR Rules of Racing or otherwise.

    5. I undertake and confirm that I meet all of the requirements for the issue of a Class E Rider’s Licence to me under the Rules of Racing.

    6. I acknowledge that, as the holder of a Class E Rider’s Licence issued by NZTR, I will be bound by, and must comply with, all applicable NZTR Rules of Racing and policies, regulations and directives issued under them, and that I must keep myself updated of all changes to the Rules of Racing and policies, regulations and directives that apply to the holders of a Class E Rider’s Licence.

    7. I consent, in accordance with Rule 656 of the NZTR Rules of Racing, to providing a sample of one or more of my blood, breath, urine, saliva or sweat, as and when required by a Stipendiary Steward or Investigator, for the purposes of drug and alcohol testing.

    8. I undertake that I am not currently subject to any disciplinary action initiated by any other racing authority in New Zealand or overseas and that I will immediately inform NZTR should any other racing authority in New Zealand or overseas initiate disciplinary action against me.

    9. I acknowledge and agree that if I do not pay any amount owed or payable by me to NZTR within the required time, NZTR may set-off that amount against any money that would otherwise be payable to me through the TROSA system administered by NZTR.

    10. I authorise NZTR to pay nay amounts payable to me via Electronic Funds Transfer into the bank account nominated by me in this application form. I understand that if my bank account details change, I am required to notify NZTR in writing of the new bank account details and that until I notify NZTR in writing of the change, NZTR may continue to make payments into the account nominated in this form.

    11. I acknowledge and agree for GST purposes relating to the supply of any services by me (the Supplier), to NZTR (the Recipient):
    (a) If I am registered for GST purposes, I will notify NZTR in writing if I cease to be registered for GST purposes in the future, and if I am not currently registered for GST purposes, I will notify NZTR in writing if I become registered for GST purposes in the future;
    (b) I (as Supplier) will not issue tax invoices in relation to any prizemoney (supplies) that NZTR may have to pay me;
    (c) NZTR (as Recipient) can issue tax invoices in respect of any prizemoney (supplies) that it has to pay me;
    (d) I (as Supplier) will not issue tax invoices in respect of any such supplies;
    (e) That NZTR is registered for GST purposes and that it will notify me in writing if it ceases to be GST registered or it is otherwise unable to prepare Buyer Created Tax Invoices (BCTI) on my behalf;
    (f) That NZTR can only issue a BCTI on my behalf if it complies with the requirements established under legislation.

    12. I authorise NZTR to disclose information provided by me in this application form to:
    (a) All racing authorities in New Zealand and overseas;
    (b) The persons specified in this application form;
    (c) Government Departments and regulatory authorities;
    (d) Persons currently unknown, for the purpose of complying with statutory obligations requiring NZTR to disclose information.

  • Applications are reviewed by Racing Integrity Board Stewards and then considered by the NZTR Licensing Panel which, based on the information supplied, may: 

    • Approve the licence application (including, where considered appropriate, on conditions);
    • defer an application until further information is supplied;
    • Defer an application to the NZTR Racing & Integrity Committee;
    • Decline the application;
    • Request additional information or clarification from the applicant regarding the application; or
    • Approve the application.
  • Jumpout or Official Trial

  • The Applicant may be required to undertake a riding assessment to the satisfaction of a Panel appointed by NZTR prior to being issued a license.

  • Notification

  • You will be notified of the outcome of your application by the NZTR Licensing Panel by email. If your application is approved, NZTR will send you a notification outlining the terms and conditions of your licence. 

     

    What if my application is declined?

    You can appeal to the NZTR Racing & Integrity Committee within 28 days of when you were notified that your application has been declined.
