Decker Lake Youth Center (Secure Care Facility):
Built in 1983, the Decker Lake Youth Center (DLYC) is a Secure Care Facility that has 4 separate living units with a capacity of 40 youth. The facility is currently staffed for 30 youth across three units, with one unit providing specialized treatment for youth with problematic sexual behavior. Youths are ordered to a Secure Care facility by a Utah Juvenile Court Judge. Upon commitment, the Youth Parole Authority assumes responsibility. Once committed, youths are assessed to determine their rehabilitative needs and areas of focus to reduce their risk of reoffending. The length of stay in the facility and parole dates are decided by the Youth Parole Authority.
To help promote success, youths are provided with mental health, educational, recreational, and medical services. All education through the high school level is provided by the Granite School District. This facility also has a partnership with Salt Lake Community College, which provides youth with vocational training in welding, up to and including certification. Our secure facilities also have a partnership with Utah Tech University in St. George, which provides college level courses online for youth who have completed high school.
Decker Lake has dedicated Clinicians that meet with youth individually, provide groups and offer family therapy. All staff are trained in DBT as the base for all programming across JJYS with a focus on developing skills that will help youth to be successful.
Current changes in legislation allow us to serve youth up to the age of 25 as youthful offenders or under extended jurisdiction. Secure Care youth also receive support from staff to complete community service hours that can be used to pay restitution to the victims of their crimes.
Salt Lake Valley Youth Center (Detention Facility):
Built in 1997, the Salt Lake Valley Youth Center was operated by contracted providers until 2015. Since that time, the facility has used it as their Salt Lake Detention Center (48 beds), including a long term unit with youth who have been awaiting adjudication for up to 5 years. The Salt Lake Valley Youth Center also houses our Gemstone and Day Skills Intervention Programs.
Gemstone is a 12 bed residential program for females who are moderate to high-risk, ages 14-18 years old. Services include education, evidence based groups, family support services and skills development. Some of the evidence informed groups include Carey Guides, Casey Life Skills, Dialectical Behavioral Therapy (DBT), Seeking Safety and Why Try. Length of stay in the program is individualized for each youth and usually is between 90-120 days.
Salt Lake Day Skills Intervention (DSI) provides support to youth during the school day, including education, evidence-based groups, family support services and skills development for court-involved youth. The target population is for moderate to high risk youth, ages 14-18 years old. Some of the evidence based curricula includes, Carey Guides, Seeking Safety, ADAPT, Casey Life Skills and Dialectical Behavioral Therapy (DBT). The Length of stay in the program will be individualized for each youth and is usually between 90-120 days.

For the youth in long term detention and Gemstone, who have completed high school, they are given the opportunity to participate in college level courses, online, through Utah Tech University in St. George. All staff are trained in DBT as the base for all programming across JJYS with a focus on developing skills that will help youth to be successful.
