    The Pre-Trainer’s Licence is granted to all persons who prepare and educate Thoroughbred horses for the purposes of sending the horses to a person holding a Class A Trainer’s Licence or a Class B Trainer’s Licence, to be trained for racing. Please refer to the NZTR Licensing Policy for full details. Upon receipt, your application will be reviewed within 10 working days. Your nominated stables will also be subject to an inspection by an RIB Field Officer.

    (a) have completed the NZ Certificate in Equine - Level 2 qualification (or other similar accredited racing industry Equine Training qualification through a recognised training authority in an overseas jurisdiction recognised by NZTR);

    (b) enrol in Training Agreement for the Primary ITO and undertake the NZ Certificate in Equine - Level 2 qualification;

    (a) receive recognition by NZTR of prior industry learning and experience.

  • Access to Trainer’s Premises: Under the NZTR Rules of Racing, it is a condition of each Trainer's Licence that the Trainer must, when required to do so by a Stipendiary Steward or Investigator, permit that Stipendiary Steward or Investigator to have reasonable access to the Trainer’s Premises for the purposes of, amongst other things:

     

    • requiring a person holding a licence issued by NZTR to permit a sample to be obtained from them under the Rules of Racing.
    • ensuring non-licensed persons are not involved in the care, control, or training of a horse.
    • ensuring compliance with the Rules of Racing.
    • ensuring any relevant licence conditions are being observed.
  • Health and Safety

  • The Health and Safety at Work Act 2015 (the HSW Act) includes the concept of a “person conducting a business or undertaking” (PCBU). This includes all businesses or undertakings regardless of whether a person conducts a business alone or with others, or whether or not it is for profit or gain.

    Most Trainers will be a PCBU under the HSW Act and must ensure they comply with the HSW Act. The HSW Act also contains obligations for workers, which is widely defined. Further details are available on the NZTR website: loveracing.nz/NZTR/Resources/Health-and-Safety.aspx.

     By signing this form, I undertake to NZTR that:

    • I understand that I have obligations under the HSW Act and that it is my responsibility to meet those obligations;
    • I will carry out my obligations under the HSW Act;
    • I will cooperate absolutely with any health and safety investigation conducted by the Racing Integrity Board, NZTR or WorkSafe;
    • I will immediately report any incident that must be reported under the HSW Act or as directed by NZTR to the appropriate authorities;
    • I will comply with any health and safety policies at any racing or training venue.

    I acknowledge that my fitness to hold a licence depends on my compliance with these undertakings and that NZTR may cancel or suspend my licence if I breach them.

  • Privacy Act

  • This information is being collected, and will be held, by New Zealand Thoroughbred Racing (NZTR), 18 Dick Street, Cambridge. It is being collected for the purpose of processing the application made under this form and for performing NZTR’s functions under the Racing Industry Act 2020 and the Rules of Racing (including relating to licensing and registration, as applicable).  You agree that the personal information supplied by you may be retained and used by NZTR and by third parties (if applicable) for these purposes and any directly related purposes. You also agree (unless you tick the box below or notify us otherwise), that NZTR may use this information for direct marketing or providing you with information on events, products and services, and that it may be disclosed by NZTR to, and used by, third parties for these purposes. 

    NZTR will not use or disclose your personal information in any way, other than that disclosed in this policy or with your prior consent. If you do not provide the requested information, then NZTR may not be able to process your application under this form.

  • Credit Checking and Debt Collection

  • You agree that the personal information supplied by you in this form or during your registration with NZTR may be disclosed at any time by NZTR to its credit checking agency for the purposes of that agency performing its credit reporting services, which will include carrying out credit checks and you authorise the credit checking agency to disclose information to NZTR which is relevant to the provision of credit to you (and for directly related purposes including debt collection). You agree that this may result in NZTR being provided with other personal information held by that agency about you, and your personal information that NZTR discloses to the credit checking agency (including notice of any default on payment on your behalf) may be used and disclosed to other third parties by the credit checking agency when performing its credit reporting services.

    Payment of all accounts held in your name with NZTR (including any fines imposed and costs ordered by the Racing Integrity Board) is due by the 20th day of the month following the month in which the costs are incurred or the fine was imposed. Any accounts remaining unpaid after the due date will incur a late payment fee of $25.00 per month while the debt remains unpaid as well as interest of 12.5% per annum on the amount unpaid from the date payment is due until the date payment (including any applicable late payment fees and interest) is received in full. You will also be liable to pay all costs incurred in recovering the amount owed to NZTR, including any legal fees, debt recovery fees or agency fees. Furthermore, NZTR reserves the right to withdraw your line of credit, refuse nominations for horses and place you on the NZTR Arrears List until the outstanding amount is received in full.   • By signing and submitting this application form to NZTR:

    1. I undertake that I have read the application form and that all of the information that I have provided to NZTR in, or with, it is true and correct in all material respects.

    2. I acknowledge that the provision of any false, misleading or inaccurate information in, or with, this form may result in charges being brought against me under the NZTR Rules of Racing or otherwise, and may also result in the revocation of any licence issued to me.

    3. I undertake and confirm that I meet all of the requirements for the issue of a Pre-Trainer Licence to me under the Rules of Racing.

    4. I consent to the New Zealand Police disclosing to NZTR any information that they may have about me for the purposes of NZTR's consideration of this application. I understand that any record of criminal convictions I might have will be automatically concealed if I meet the eligibility criteria set out in Section 7 of the Criminal Records (Clean Slate) Act 2004.

    5. I consent, for the purposes of Rule 656 of the NZTR Rules of Racing (if applicable), to providing a sample of one or more of my blood, breath, urine, saliva or sweat, as and when required by a Stipendiary Steward or Investigator, for the purposes of drug and alcohol testing.

  • Your nominated stables will also be inspected by the RIB Field Officer. Aspects under review during this. Aspects under review during this stable inspection will include:

    1.       Medications: Ensures permitted, clearly labeled, and properly stored medications are within expiration dates. Includes proper disposal of sharps and accurate treatment records. 

    2.       Food and Water: Verifies animals have clean, palatable water and uncontaminated feed. 

    3.       Facilities: Assesses cleanliness, hygiene, repair status, and compliance with size requirements for stables or kennels. 

    4.       Exercise and Socialisation: Evaluates daily exercise opportunities and social interaction suitability (visual contact for horses). 

    5.       Safety: Inspects gear, training equipment, emergency plans, fire extinguishers, first aid kits, and escape prevention measures. 

    6.       Animal Inspection: Includes a sample-based visual assessment of animals' health, condition, behavior, and hoof/nail care. 

    7.       Animal Identification Records: Validates traceability records, resolves discrepancies, and identifies unrecorded animals. 

    8.       Personnel: Confirms all staff are appropriately licensed.

    11.     Treatment Logbook (in accordance with [Rule 345])

     

    If the property where your stables are located is not considered to be in a satisfactory condition by the RIB Field Officer, your application will not be progressed further.

  • Licensing Panel Decision

  • Applications are then reviewed by RIB Stewards and NZTR Licensing Panel, where the application will be considered formally.

     

    Based upon the information supplied, the Licensing Panel may:

     

    1. Approve the licence application (including, where appropriate, on conditions imposed by the Panel);
    2. Defer an application until further information is presented;
    3. Refer an application to the NZTR Racing & Integrity Committee;
    4. Decline the application;
    5. Request additional information or further clarification from you regarding the application; or
    6. Approve the application on conditions set by the NZTR Racing & Integrity Committee.
  • Notification

  • You will be notified of the outcome of your application by the NZTR Licensing Panel by email. If your application is approved, NZTR will send you a notification outlining the terms and conditions of your licence and arrange an introduction video call. 

     

    What if my application is declined?

    You can appeal to the NZTR Racing & Integrity Committee within 28 days of when you were notified that your application has been declined.
