Constitution Definition: “Member of the Church” a person who has been baptized with water in the name of the Father and of The Son and The Holy Spirit and who is recognized attendant at the public worship of a parish church or mission of the Church.
Constitution 3.01: Lay delegate entitlement: Those persons… who may elect annually,… lay delegates to Synod , and substitutes for them, as follows:
A parish or mission having:
99 member or less may elect 2 lay delegates and substitutes for each
100-300 members may elect 3 lay delegates and substitutes for each
more than 300 members may elect 4 lay delegates and substitutes for each
