  • On January 22, 2020 the Poulsbo City Council adopted a new ordinance creating section 5.30 Special Event Permits to the Poulsbo Municipal Code.

    A Special Event is defined as: Any activity on public property and or public right-of-way; or any event held on private property which would have a direct significant impact to city services (ex. police, streets, etc.) that involves an open invitation to the public or attendance is by private invitation that exceeds our public space capacity.

    REQUIRED PROCESSING TIME:

    • Applications need to be submitted 90 calendar days in advance of event.
      • No Applications that require special arrangements for road closures, barricades, traffic control or public safety will be accepted for events within 90 days of the event date.
    • If an Application contains no road closures and is submitted within 90 days prior to the event, a $50 expedite fee will apply.
    • No Applications will be accepted for events within 45 days of the event date.
    • A pre-application meeting is encouraged for new events; optional for returning events. Schedule a chat with Special Event Coordinator
    • An Application will not be accepted prior to one year of the event date.

    While occasional exceptions can be made, the consequences of a late submission may include any or all the following:

    • Permit may be denied due to insufficient processing time.
    • An expedited fee of $50 fee.

    APPLICATION FOR SPECIAL EVENT PERMIT:

    • All Application questions must be answered before the paperwork can be completed.
    • Completing this Application will provide City staff with the information necessary to address public safety and compliance with local policies, regulations and laws.
    • Submittal of this Application to the Parks and Recreation Department does not indicate or guarantee approval of the Application or the dates requested.
    • A meeting with City personnel may also be required prior to event approval.
      Once the special event is approved by the City of Poulsbo a Special Event Permit will be sent to the Event Organizer that must be retained on-site at the event.

  • 4. Event Equipment and Set Up

  • Select what you will use rain or shine. Additional permit may be needed. Show all equipment on your attached Site Map and describe in detail of use and type in attached paperwork.

    • Amplified Sound 
      • PMC 9.80.120 Public disturbance noises
      • There is a 10pm curfew for all noise within the City limits.
        • Any variance to the noise ordinance will require approval by the City Council at one of their regular meetings.

      • If renting a sound system, you will need to ensure they have a Poulsbo Buinsess License (temporary one $20) and add them to the Vendor Form
    • Generators 
      • Generator (Fuel-powered machines) exhaust must be such that it does not pose a hazard to participants.
      • Compressed gases (such as helium) and generators shall be properly secured and safeguarded.
      • Portable gasoline cans are prohibited
    • Power (access and use of it) 
      • Depending on the location, power access can be made available.
      • If event organizer is providing tempoary power that requires a temporary power box(s) (known as a Spider Box) and cables must obtain an L&I permit per L&I code for temporary power supply.
        • It is also the requirement and responsibility of the Applicant to have L&I inspect the temporary power supply (Spider Box) and cables prior to the event. Inspection requests may take up to 48 hours. Scheduling the inspection with L&I (360) 415-4000 at least 72 hours prior to the event is required.
    • When event organizer is providing tempoary power that requires a temporary power box(s) (known as a Spider Box) and cables must obtain an L&I permit per L&I code for temporary power supply.

      • It is also the requirement and responsibility of the Applicant to have L&I inspect the temporary power supply (Spider Box) and cables prior to the event. Inspection requests may take up to 48 hours. Scheduling the inspection with L&I (360) 415-4000 at least 72 hours prior to the event is required.
    • Staging/Scaffolding 
    • Any stage above 30” from the ground or one that contains stairs, will need approval bythe City of Poulsbo Building Department. An additional permit might apply, for more information see Section K: Tents/Stages/Signs

    • Tents 
      • For more information see Section K: Tents/Stage/Signs
      • FAQ: 10x10 tents that are assembled next to each other do not require this permit
      • Your site map will need to outline where the the tents are located
      • Tents need to be weighted and not staked. Do Not drive stakes into the lawn area as it may damage the irrigation system. If the irrigation system is damaged from this event labor and materials for the repair will be billed to the event organizer.
      • Tents/ Canopies larger than 20’x20’ (400 square feet) require additional permits from the City of Poulsbo’s Planning & Economic Development Department.
        • FAQ: 10x10 tents that are assembled next to each other do not require this permit
    • Garbage 
    • Event Organizers are responsible for managing and removing all Solid Waste (Garbage) within the area of the event. Should there be extra cleanup incured post event, overtime chrages may be incurred by the City.

      • You can Rent a Dumpster from City of Poulsbo Public Work Department
        • Collection station locations must be identified on a Site Map.

    • Sanitation: Restrooms and Handwashing stations 
      • Restroom facilities are often limited or not available at special event sites.
      • Event Organizers must supply adequate and accessible restroom facilities, including ADA compliant portable restrooms and handwashing stations.
      • The recommendation for provision of toilets is one for every 100 attendees and minimum of one ADA compliant restroom.

      • Signs are encouraged to ensure that the community understand impacts and that attendees are aware of directions. Signage considerations include: road closures? cones? arrows?
      • Signs are expected to be removed withhin 24 hours.

  • A Vendor is someone that you are paying and/or is providing paid goods/service at your Special Event, including, and not limited to bands, businesses, and non-profits. A Vendor is providing outreach at an information table or booth. You will need to provide the following:

    Service, consumption and/or sale of alcohol, use of fireworks/pyrotechnics, inflatables, carnivals, certain animals, among other higher risk or specialty activities, may require additional insurance coverage. See Insurance Requirements Worksheet and Examples.

      • The sale, service, and consumption of alcoholic beverages are subject to Washington State Liquor and Cannabis Board (WSLCB) regulations, licensing, and requirements.
      • Special Occasion and other liquor licensing need to be applied for at least 45 days in advance of the event date.
      • WCSLB requires Applicants to submit a site map which shows fencing, entrances, exits, dimensions, and maximum capacity. This map will also need to be submitted with this Application packet.

      • PMC 12.20.040 animals at large are prohibited: No domestic, farm, or exotic animals of any kind shall be permitted at large during events.
      • It is unlawful for an owner or handler of any animal to fail to remove fecal matter deposited by the animal or to have in their possession the equipment necessary to remove their animal’s fecal matter.
      • Water stations will be required for animals.

      • Food vendors using open flame cooking (with propane, charcoal or wood) must have a current Poulsbo Fire permit

      Event organizers can choose to conduct (or waive) a site safety inspection the week before their event. This is an optional inspection that utilized the City’s “Site and Safety Review Worksheet” to document any safety concerns that may need attention. The worksheet must be returned 4 business days before the event is to be held in order to allow the City time to follow up on any areas of potential concern. Organizers who do not return the worksheet four business days prior to their event will be considered to have waived their inspection and accepted the site “as is.”

      • The City reserves the right to charge any Applicant/Organization of a special event direct costs incurred by the City as the result of the event.
        • For weekend events an off-duty officer charge will be incurred per officer at $100 per hour per officer with 3 hour minimum by the City of Poulsbo Police.
        • For weekend events for a city worker to assist in your event, a charge will be incurred per worker at $75 per hour with 2 hour minimum by the City of Poulsbo Public Works. 
      • Based on the event details it is at the City's digression in requiring City staff support.
      • Check if your event is considered higher risk and make sure your insurance coverage fits your event, see City Insurance Worksheet with Examples 
      • If a State Highway is used for any portion of the event the applicant must submit a Letter of Agreement within 90 days prior to the event from WSDOT: https://wsdot.wa.gov/about/contacts/plan-event-state-highway 
      • Events that include blockage or closure of any sidewalk, traffic lane, parking, street, or affect any right of event way, are required to provide detailed map
      • Due to this higher risk, your event insurance will need a $2 to $5 Million Liability coverage, naming the City of Poulsbo as an additional insured.

    • Traffic Control Details 
      • In Washington State, flagging certification is required for individuals directing traffic at special events, including parades, festivals, or gatherings that affect normal traffic flow. Certification must meet Washington State Department of Transportation (WSDOT) standards (https://wsdot.wa.gov/travel/traffic-safety-methods/work-zone-safety). It is the event organizer’s responsibility to ensure WSDOT standards are met through utilizing certified flaggers and informing the City in the special event application of their intended use, time, and location.
      • If traffic direction is needed, the City recommends that certified flaggers be utilized to direct traffic at intersections and driveways.
    • For weekend events, if an off-duty officer is available, a charge will be incurred per officer at $100 per hour per officer with 3 hour minimum by the City of Poulsbo Police.

  • 8. City of Poulsbo Insurance Requirements

    • The City of Poulsbo does not maintain insurance that will respond to claims against the Applicant arising out of the use of facilities by the Applicant, its members, vendors or those attending the event.
    • The Applicant must provide a certificate of liability insurance prior to the event in the minimum amount of $2 Million Per Occurrence / $2 Million General Aggregate, and $1 Million Products-Completed Operations (this is a 2025 required update).
    • The Applicant must name the City of Poulsbo as an Additional Insured using an additional insured endorsement at least as broad as ISO form CG 20 12 or CG 20 26.
    • A special event permit cannot be issued until we receive an acceptable COI has been issued within 30 days of the event and/or received once renewed. If insurance renews within 30 days of your  listed event date, you will need to ensure your insurance agent send over a document expressing their intent to renew to the requirements outlined by the City (ie: insurance levels, occurrence based, etc). A special event permit cannot be issued until we receive an acceptable COI once renewed.
    • Higher risk activities (such as beer gardens, carnivals/amusement rides/inflatables, fireworks, large gatherings, events on/over water, etc. require additional amounts of insuance as outlined in the of insurance: Insurance Worksheet with Example

  • 9. Condition of Approval

  • City of Poulsbo Indemnification/Hold Harmless Agreement: I, Applicant, certify that I am authorized to enter into this Special Event Permit Application on behalf of Organization, that the event for which this permit is to be used will not be in violation of any City of Poulsbo ordinance and the statements made on this Application are true and correct to the best of my knowledge. I, as the Event Applicant/Organizer on behalf of Organization, agree to the terms and conditions of this permit.

    The Applicant/Organization, shall defend, indemnify and hold harmless the City of Poulsbo, its officers, officials, employees and volunteers from and against any and all claims, suits, actions, or liabilities for injury or death of any person, or for loss or damage to property, which arises out of the acts or omissions of the Applicant/Organization, its employees, volunteers, representatives or vendors, or from any activity, work or thing done, permitted, or suffered by Applicant/Organization, related to the permitted activity, except only such injury or damage as shall have been occasioned by the sole negligence of the City.

    Upon submission of this special event permit application and required forms:

    1. City will reach out to the applicant to confirm event details and collect the applicable application fees.
    2. A Special Event Permit will only be issued after all documents have been submitted, reviewed, and accepted by the City of Poulsbo. Please note that this takes 45-90 days to complete.
