9. Recipients may use the scholarship funds for any post-secondary education pursuits, including enrollment at skills or trade schools, two-year and four-year educational institutions.
10. These are to be considered merit-based scholarships. They shall not be awarded based on the financial need of an applicant. In selecting the recipients, preference will be given to applicants demonstrating initiative in their Scouting and other extracurricular activities.
11. A committee known as The Simpkins Scholarship Committee shall be responsible for reviewing and selecting the awards annually. This Committee shall be made up of the Council President or their designate, the Council Scout Executive or their designate, and a member of the Simpkins family. The Committee may decide and establish all aspects of the scholarship process, including but not limited to application deadlines, meeting dates, review procedures, dates of distribution from the Fund, etc.
12. Relatives of Council employees, professional Scouters, Council Board members, and anyone holding local or national political office are eligible to apply for and receive this scholarship. To avoid conflicts of interest, the Donors request - but do not require - applications received from these individuals be reviewed only by the member of the Simpkins family who serves on the Committee at the time, not by the full Committee.
13. Applicants found guilty of any criminal conviction, aside from minor traffic violations, or who have been suspended or subject to disciplinary actions from their college or university which are deemed by the Committee to be severe or significant, are not eligible.
14. The Council will diligently promote this scholarship and make information and applications available to as many eligible Eagle Scouts as possible.
15. All decisions of the Committee are final.
16. These Guidelines and Procedures may be amended from time to time, as needed, upon agreement of the members of the Simpkins Scholarship Committee and the Council, subject to paragraph 8 of the original agreement governing this Fund.
