• Notice to NOT demolish Miracle Valley Bible College

    I _________________________, one of the People of the 50 American States who is invested with concern for preservation of historical property, do come to you, elected and employed agents of the People, to receive due care regarding historical property, known as parcel number 10468013J, located in Miracle Valley, Arizona, United States;

    Arizona Constitution Article 2 Section 1: Fundamental Principles; Frequent Recurrence to fundamental principles is essential to the security of individual rights and the perpetuity of free government;

    Take notice that this property is not a business opportunity for Cochise County and should not be prepared for auction with bias against any religious group who plan to purchase the property and may add jobs, revenue and other opportunities to increase taxes in the County. They should not be discriminated against on the basis of potential loss in future property taxes, or for any other reason;

    Take notice Cochise County workers are not qualified to determine the value which the historic buildings will have to potential future buyers. 

    Take notice that your constituents have spoken loud and clear that they do not wish for their tax dollars to be spent on demolishing or clearing up this property and for no buildings to be demolished or harmed in any way due to their historic value. We insist that you stop all work immediately and sell the property as is. The property and all of its buildings are a vital piece of history in Cochise County and must be protected for future buyers to restore without any further work;

    Take notice that this property on May 18, 2023 was declared by the Arizona State Preservation Officer to be eligible for inclusion on the National Register of Historic Places as a historic district with ALL the buildings on the property being included with full knowledge of their condition;

    Take notice that in November 2023 the Board of Supervisors voted and directed Dan Coxworth to ensure no further work be done on the property and that no civilians be allowed on the property due to safety concerns. Since that time, work has continued under his direction and he has encouraged repeated trespassing. In April 2023 the Arizona State Preservation Officer informed Dan Coxworth that he was operating outside the statutes by taking bids for the demolition of buildings without consulting with their office. Persistence to demolish and prepare buildings for auction that would appeal to developers is discriminatory against religious organizations, appears to show self dealing and is a direct violation of A.R.S. 41-862 which requires the County to "exercise caution to assure that the property is not inadvertently transferred, sold, demolished, substantially altered or allowed to deteriorate significantly." We caution the Board of Supervisors and County workers that further persistence to operate outside the bounds of the law will result in litigation against the county and responsible individuals;

    Take notice the County is under obligation as an agent of the State (who own the property) to uphold A.R.S. 41-862 to the fullest extent of the law. We insist that you recognize your legal responsibility to the safe-keeping of this entire property with no further alterations or deterioration occurring on your watch. This includes ceasing all asbestos abatement and other cleaning of buildings which will further deteriorate the condition of buildings as it already has done with the dorms. Currently the property has frequent trespassers. To prevent further deterioration of buildings, the Board of Supervisors must board up all buildings to operate within A.R.S. 41-862;

    Take notice that no developers came forward to purchase at auction and only religious nonprofit organizations wish to purchase the property. You must stop all work, board up the property to exercise caution of further deterioration and sell it without demolition or further work on the buildings. Let a future buyer decide what should happen and leave our tax dollars for public benefit!
