Completing this form officially reports your project to the Taranaki Facilities Consortium and assists the TFC in their assessment as to the scale, need, and impact of a proposed project. To find out more about the role of the TFC, the pathway from here and the assessment criteria, please refer to www.tfc.net.nz and guiding strategy - Collaborating for Active Spaces & Places Taranaki. It is preferred that the facility challenge you are reporting on will not have commenced needs assessment, feasibility studies or obtained funding at this stage. However you should be able to provide high-level answers to the questions contained in this form. Completing this form is a requirement of engaging the TFC and supports quality planning of sport and recreation facilities across the region, allowing the TFC to identify priority projects and where additional support and guidance is required.

Essential Criteria

The following questions address essential elements the TFC are looking for in your project.
Approval: Can you outline the consultation and approval you have received from the appropriate land owner as it applies to your project. Describe any engagement to date?
Iwi/Hapu Engagement: Have you identified iwi and/or hapu interest as mana whenua? Describe any engagement to date?
Need: What challenges are you trying to overcome through this facility project? What possible solutions did you come up with? How have you determined this project being the best solution to your challenge?
Participation Levels: Provide evidence of the number of participants you have now and projected into the future
Supply vs Demand: Provide evidence of how much current demand/need exceeds current facility provision
Sustainability: What thinking has gone into how this project can sustain its whole of life costs (capital and operational)?

High Importance Criteria

The following questions address high importance elements the TFC are looking for in your project.
Regional/National Support: Does your project have the support of any applicable regional or national body with a mandate for your sport or recreation activity?
Strategic Alignment: Is your project part of an adopted Long Term Plan and/or Resource Management Plan and/or other regional or national strategic document? Please reference and discuss the alignment
Working with others: Does this project include multi-use, multi-code, partnership, hubbing, amalgamation, repurposing or cross sector collaboration? Please discuss and provide evidence as an attachment at the end of this form of any formal agreements reached with partners
Efficiency: How is your project considering reducing duplication with other facilities, or similar organisations nearby?
Wider Community Use: What opportunities exist for wider community use of your facility that can be included in this project?
Accessibility and inclusion: How have you considered the needs of all potential participants, inclusive of those with disabilities and LGBTQIA+ in your project?
Environmental Sustainability: How have you/or might you consider environmental sustainability through design, build and operation of your facility?

Desirable Criteria

The following questions address desirable elements the TFC are looking for in your project.
Play & Active Recreation: How might you incorporate opportunities for active recreation or play in this project?
What level of facility do you consider your project to fit? Please note that page 23 of the CASP Strategy identifies which facilities across Taranaki have been identified to have regional, national or international significance. Note that a facility can provide for more than one level of provision.

International - A facility with the ability to host international spectacle events (including professional and semi-professional franchise competitions involving single teams from outside New Zealand) – Eg. New Zealand Vs AustraliaNational - A facility with the ability to host National spectacle events (including professional and semi-professional franchise competitions involving single teams from within New Zealand) – Eg. Taranaki Airs Vs Wellington Saints, Taranaki A Vs Wellington ARegional - A facility with the ability to host inter-regional competitions and/or serves as a regional high performance training hub for one or more sports codes. Eg. Lower North Island ChampionshipsDistrict - A facility with the ability to draw significant numbers of teams/competitors from across an individual or adjacent territorial authority boundaries for either competition or training purposes. Eg. Taranaki Championship evenLocal - A facility with the ability to serve a local catchment’s basic sporting needs. This catchment will predominantly be drawn from within an individual town or cluster of suburbs within a local authority.
Events: how does this project enhance the regions ability to host major events?

If the Taranaki Facilities Consortium identifies further work is required and subsequently provides a series of recommendations, is your organisation well placed to action these? The recommendations may range in nature from feasibility, needs assessment, data collection, strategy review, flood modeling, collaboration, design review and other such recommendations as the TFC see fit.
