    As CDD RESIDENTS who will be responsible for paying the assessments levied to construct a new aquatic facility and playground/park, replacing the current facilities, we object to this action on the part of the CDD. Our current facilities are in fine shape and need only the routine maintenance a 20+ year facility would require. The fact that other new communities are being built around us should not drive us to incur the expense that a bond commitment of up to $42,000,000 (forty-two million dollars) would involve. We have never been apprised of a cost comparison that identifies which option (repair/replace) would be best. Our amenity fees compare favorably with other communities and we are not under Developer Control. We also object to the noise and dust of this project as well as the inconvenience of losing access to the facilities for 1-2 years. We and our non-CDD signers stand for accountable governance. As JCP-CDD NON-RESIDENTS WHO RESIDE IN ST. JOHNS COUNTY, we assert that there is no reason for our County officials to waive the bald eagle legal protections in Statute 4.01.10 that would enable demolition/construction during nesting season of CDD amenities that probably only need routine maintenance (and new playground equipment) by approving a non-zoning variance to the Statute. We ask the variance requested by the JCP/CDD be denied based on the fact that the stated "eagle management plant" is not publicly available at this time. The Town Hall meeting on 5/15 did NOT provide the text of the eagle management plan, presenting only drawings of the proposed amenities improvements. We had to settle for a verbal recitation of the variance request, and from what we know of the plan it is insufficient to guarantee that proposed construction will be halted if the eagles are disturbed. The measures to protect these birds and the terms for halting construction are NON delineated in the request for variance (which we have so far, not gotten to read for ourselves). In short, the wording of the variance was never disclosed, RENDERING THE MEETING A COMPLETE WASTE OF OUR TIME. WE REGRET COMMISSIONER WHITEHURST WAS NOT ABLE TO ATTEND THE ENTIRE MEETING TO SEE THIS FOR HIMSELF. We ask our County Officials to reject the "protection plan" and the request for variance. We affirm the eagle protections as defined in the law, without exception. We and our CDD residents stand for accountable governance. As County residents we assert that there is no reason for our County officials to invalidate the bald eagle legal protections in Statute 4.01.10 - Habitat Management for the Bald Eagle that would enable demolition/construction of functioning CDD amenities by approving a non-zoning variance to the County statute. We ask the variance requested by the JCP/CDD be denied, and we and we the undersigned affirm the eagle protections as defined in the law. CONCLUSION: NO DEMOLITION/CONSTRUCTION OF JCP CDD FACILITIES!!!
