The United States can achieve a transformative national climate target by 2035 by leveraging the groundwork laid by states, cities, and businesses and implementing ambitious policies that prioritize climate action across all sectors of the economy. This comprehensive approach, combining bottom-up initiatives with federal interventions addresses the urgent need for greenhouse gas (GHG) emissions reductions while driving economic growth, enhancing public health, and positioning the United States as a global leader in climate action.
The U.S. must set a new climate target for 2035 under the Paris Agreement. The America Is All In coalition uses a model that integrates state, local, and private sector leadership with federal support to outline an ambitious national climate strategy. Our initial analysis reflects our "Enhanced Ambition" scenario, which combines existing policies with new actions to deliver an ambitious U.S. national climate strategy.
Key Policies and Actions
- Overall: Extend climate policies from the Inflation Reduction Act (IRA) beyond 2031.
- Power Sector: Phase out coal by 2030 and adopt and enhance state-level Renewable Portfolio Standards (RPS).
- Transportation: Set targets for electric vehicle (EV) sales and implement vehicle miles traveled (VMT) reduction policies.
- Buildings: Enhance energy efficiency standards and mandate zero-emissions heating and hot water systems.
- Industry: Set carbon capture and storage (CCS) targets in cement, deploy Direct Air Capture (DAC) technology post-2030, and phase down hydrofluorocarbons (HFCs).
- Methane: Expand methane fees to cover all sources, including agriculture and waste.
- Land-Use: Promote afforestation and conservation.

These findings reflect initial results based on integrated assessment modeling from the Center for Global Sustainability at the University of Maryland led by Alicia Zhao and a robust team of researchers.
