Requirements
Health and Safety
The Health and Safety at Work Act 2015 (the HSW Act), which came into force on 4 April 2016, includes the concept of a “person conducting a business or undertaking” (PCBU). This includes all businesses or undertakings regardless of whether a person conducts a business alone or with others, or whether or not it is for profit or gain and may include trackwork rider's if they are not employees.

The HSW Act also contains obligations for “workers”, which is widely defined and would normally include, for example, trackwork rider's if they are employees. Workers must ensure that they comply with their obligations under the HSW Act. Further details are available on the NZTR website: loveracing.nz/NZTR/Resources/Health-and-Safety.aspx.

By signing this form, I undertake to NZTR that:

(i) I understand that I have obligations under the HSW Act and that it is my responsibility to meet those obligations;

(ii) I will carry out my obligations under the HSW Act;

(iii) I will cooperate absolutely with any health and safety investigation conducted by the Racing Integrity Board, NZTR or WorkSafe;

(iv) I will immediately report any incident that must be reported under the HSW Act or as directed by NZTR to the appropriate authorities;

(v) I will comply with any health and safety policies at any racing or training venue.

A Trackwork Rider's Licence will not be issued to anyone who has not completed all these requirements.
Nominated Training Horse
A nominated training horse is a registered racehorse that has been deemed suitable by a licensed trainer and experienced trackwork rider/ jockey to be used for the purpose of training aspiring trackwork riders. A nominated training horse may be ridden by a unlicensed rider for the purpose of training. A nominated training horse form must be filled in, signed and submitted to NZTR.

*A suitable horse has been assessed as safe to use for the purpose of training novice riders to ride trackwork. They must be either an unregistered thoroughbred (hack) or a registered nominated training horse.

You may nominate more than one horse for training purposes. A separate form must be filled out for each nominated training horse.

Applications are reviewed by Racing Integrity Board Stewards and then considered by the NZTR Licensing Panel which, based on the information supplied, may:

• approve the licence application (including, where considered appropriate, on conditions);

• defer an application until further information is supplied;

• refer an application to the NZTR Racing & Integrity Committee;

• decline the application;

• request additional information or clarification from the applicant regarding the application; or

• approve the application.
Notification
