  • mTAP Project Application 2024-2025

  • REQUEST FOR PROJECTS

    The Urban Land Institute Dallas-Fort Worth's (ULI Dallas-Fort Worth's) Center for Leadership (CFL) invites qualified organizations to submit a land use challenge for the 2024-2025 Mini Technical Assistance Panel, or "mTAP". The mTAP offers free technical assistance to public agencies and nonprofit organizations on a variety of land use issues. All Submissions are due by COB on Friday, August 30, 2024.

  • What is an mTAP?

    During the “Mini-TAP” (or “mTAP”) component of the Center for Leadership, teams of CRE and Land-Use Professionals assist selected clients with a specific land-use or real estate problem within ULI’s mission of providing leadership in the responsible use of land and in creating and sustaining thriving communities. Eligible mTAP candidates include government, public agency, or non-profit organizations within the North Texas region that are formally established with the ability to act on the mTAP recommendations.

  • Project Selection:

    From the list of pre-selected available partners, each professional or class member will choose his/her top five. The mTAP Committee will assign each class member to a team based on complementary skill sets and other factors including individual preferences. That team will work with the designated partner throughout the class year.

    In order to be considered for participation in this year’s mTAP program, your challenge project must meet the following criteria:

    • Aligns with ULI’s mission and priorities https://americas.uli.org/about-uli/mission-priorities/
    • Portrays a clearly defined scope of work;
    • Focuses on a clearly defined area (neighborhood, district, building, etc.) with the inclusion of a map that indicates the geographic boundary of the proposed mTAP study;
    • The problem(s) can be addressed with expertise that either exists within the team, or, can be found by the mTAP team within ULI Dallas-Fort Worth's membership or other local or national experts;
    • Aligns with the Center for Leadership timeline which includes a final presentation due date of May 15, 2025;
    • The partner is willing and able to pay for any out-of-pocket costs, (as long as there is written prior approval from the client) or other arrangements can be made to cover these costs (NOTE:most teams do not incur such costs; incurring costs is not typical.);
    • The team has the opportunity to have a direct and positive impact on the partner and the community.


    Additionally, it is important that you acknowledge the information below in order for this process to be successful for both the partner and assigned mTAP team:

    • Be open to suggestions and considerations provided by the team of experts;
    • Be willing and available to participate in scheduled meetings and conference calls with the mTAP team, and schedule the final presentation before May 15, 2025;
    • Have strong local leadership capacity that commits to the program’s terms and conditions;
    • Be respectful of mTAP findings, by galvanizing community support and demonstrating a sincere attempt to implement recommendations.
  • How to Apply:

    In order to be considered for participation in this year’s mTAP program, you must complete the Application Form below which will require you to submit:

    • A challenge/problem statement; please state 3-4 key questions to be answered by the mTap;
    • Background information on the potential project as well as an explanation of previous efforts to address the scope of work, including outcomes of those efforts;
    • Explanation of the anticipated impact/community benefit(s). For example, will finding a solution to the challenge benefit any disadvantaged groups in the community, positively impact the affordable housing supply, or improve access to parks and open space? Will finding a solution to the challenge have a positive catalytic impact on the area? What other benefits might result?
    • A description of your organization and how its vision, goals and efforts to date, relate to this proposed project. Also include the number of full-time staff and size of advisory board (if applicable);
    • The location of your office;
    • The name and title of the “point-person” to serve as a liaison for the mTAP team.
  • Once the project has been reviewed and approved by the mTAP Committee, it will then be presented to the Center for Leadership Class for consideration in October 2024. The applicant may be requested to participate in that presentation. If your project is selected, your  organization will have the opportunity to work with a unique group of Center for Leadership (CFL) professionals and class members in refining a scope of work and project objectives in order to start the process of developing a solution. By September of 2024, you will be notified if your project was selected, and by May 15th of 2025, the leadership class will present their findings to your organization.

  • Application Schedule:

    Applications are to be submitted via this online form entry by Friday, September 6, 2024. Notification of Selection will be made within three weeks of application submission. ULI reserves the right to change the Application Schedule. Notice of any changes will be posted on the ULI website, https://dallas-fortworth.uli.org/.
