UNITED WAY OF TUSCARAWAS COUNTY, INC.
AGENCY AND PROGRAM GUIDELINES
AGENCIES, ORGANIZATIONS OR PROGRAMS BEING CONSIDERED FOR PARTNERSHIP AND/OR PROGRAM FUNDING MUST:
1. Be Nonprofit, Incorporated, and IRS Tax Exempt
All partner and/or funded organizations must be recognized as 501 (c) 3 tax exempt nonprofits by the Internal Revenue Service; incorporated; and registered with the Ohio Attorney General’s Office. If the agency is exempt from registration with the Ohio Attorney General’s Office current exemption verification must be provided.
2. Offer Programs and Services to the Residents of Tuscarawas County
A partner and/or funded organization must demonstrate a significant presence in Tuscarawas County. Only those organizations offering identifiable health or human service programs to Tuscarawas County residents need apply.
3. Provide Programs/Services Based on Community Needs
A partner and/or funded agency/program must address an identifiable current need, issue, or problem in the community that fits within one or more of United Way’s Community Impact Care Areas.
4. Be Non-Discriminatory
Discrimination by any factor (e.g. race, disability) as specified in applicable state or federal law is prohibited in partner and/or funded organizations.
5. Have an Active, Diverse Governing and/or Advisory Board
A partner and/or funded organization’s board must consist of volunteers who represent a broad spectrum of the community, periodically rotate terms, and meet on a regular basis. A current Board Membership Roster must be provided annually.
6. Have Sound Financial and Program Management
A partner and/or funded organization must demonstrate the ability to manage the finances of the organization and its programs and services in accordance with generally accepted accounting practices. Organizations must provide a copy of their most recent IRS Form 990 and external independent Audit annually. However, agencies with annual revenue of less than $100,000 may submit a financial review in lieu of an audit.
7. Support the United Way of Tuscarawas County, Inc.
A partner and/or funded agency/program must agree to support the United Way of Tuscarawas County in four key areas: (1) Fund-raising (2) Community Planning/Building (3) Communications & Marketing and (4) Outcome-Based Service Delivery.
8. Refrain From Any Fundraising That Would Have a Negative Impact on United Way Fundraising Efforts
A partner and/or funded organization must agree to refrain from supplemental fund-raising activities which would interfere with, or directly compete with, the United Way during our annual campaign from September 1 to December 1.
9. Collaborate With Other Organizations
Partner and/or funded organizations are encouraged to collaborate and cooperate with other organizations within the community to improve service delivery. Duplication of services is strongly discouraged.
10. Measure Program Effectiveness
Community Impact funded agency/programs must measure United Way programs for program effectiveness. Funded programs will be expected to utilize the “United Way Logic Model” or other similar process approved by the United Way.
11. Abide by United Way Policies & Procedures
Partner and/or funded organizations must abide not only by these guidelines but also by any terms and conditions specified in their Grant or Partner Agency agreement. Failure to do so may result in the withholding of funds or the termination of funding and/or partnership.
Applying organization attests that they have read, understood, and agree to abide by the United Way guidelines outlined above and that they would qualify to submit an application based on these guidelines.
