The governance board shall serve as the primary governing unit of the district. Its purpose is to ensure the educational needs of the students are met in keeping with the mission and goals of each school. The governance board sets policy and guidelines for the administration of the schools. It employs the superintendent and all faculty members. The governance board adopts a budget providing the management of all funds. Its not-for-profit corporation oversees all funds that come to the schools through grants and donations. The governance board is the final arbiter of all disputes and complaints presented by students, faculty, administrative personnel, and parents or any other entity or person. It has oversight responsibility over all aspects of the operations of the district. Governance board bylaws are available for review on the district’s website.
Expectations of HCP Governance Board members:
- Board members are expected to prepare for and participate in all scheduled board meetings and committee meetings as assigned. Usually there is only one meeting per month (2nd Tuesday of each month) and committee meetings are scheduled as needed to accomplish goals, but sometimes special meetings or emergencies arise.
- Board members must complete 12 hours of training within 15 months of appointment. After 15 months, required training is only 3 hours per year. Both in-person and virtual training options are available.
- Board members must complete a background check and sign the conflict of interest and code of conduct agreement.
- Board members are bound by the Oklahoma Open Meeting Act and the Oklahoma Open Records Act.
- Board members are expected to make an annual financial contribution. Please note that this can be a small amount! Not having 100% participation from our board can negatively impact fundraising efforts.
- Board members are expected to assist with the lottery at each school (if needed). Additionally, board members are expected to attend three to five additional school events and functions each year, e.g., performances, athletic events, prospective student information sessions, etc.
