-horse not more than 15k LTE
-horse cannot have placed in the top 5 of the 1D of any futurity or maturity with more than 30 people entered
-rider no more than 50k earnings in the past 5 years or 100k LTE

-the youth is broken into kids capable of running open times conistently and those that are not
-they also have the option to carry over to the open
