As required by the State, CAA will undertake REM verification to determine that end markets meet environmental, health and safety performance criteria. CAA proposes to use the same 3-step verification approach as was developed by CAA for Oregon. This consists of initial screening for each unverified end market, quarterly review of data, and 3rd party audits – desktop audits conducted annually, and on-site audits conducted every 5 years. End markets that have already been approved in other EPR states using similar verification processes will be considered approved for Colorado. MRFs will only be reimbursed for processing of materials sent to REMs.
