  • MassCEC seeks proposals to fund projects that improve energy efficiency, reduce carbon emissions, and/or mitigate impacts of climate change at public K-12 schools. MassCEC encourages districts to take advantage of this funding opportunity to modernize their school buildings while reducing fossil fuel and energy use.

    The deadline for this RFP is Friday, February 13, 2026 at 11:59 PM.

    To complete your application you will need to have the following documents:

    • A signed copy of Attachment A (Authorized Signature and Acceptance Form)
    • Team member resumes
    • Optional: Energy use data for the project site building(s) for the past 2 years
    • Optional: Mass Save comprehensive building assessment (“CBA”), investment-level audit, or equivalent building study to ensure that the proposed approaches are the best for decarbonization
    • Optional: Project plans, narratives, drawings, and/or other project documents

    (1) Any preliminary studies or assessments that have been done (solar feasibility, ground conditions for GSHP, electrical grid integration for storage).

    (2) Any project design work and/or engineering work.

  • Please describe the project team and their capacity, including any organization already under contract for this role. Add additional rows as necessary. Attach resumes for each team member.

    MassCEC recognizes that without an identified source of funding, it is not always possible to assemble a project team. MassCEC welcomes applications for projects that have not yet assembled a project team. MassCEC will look first and foremost for an identified project manager or a credible plan to hire a project manager.

    If known, identify the organization or company responsible for each budget line item, the amount, the status, and the source of funds. A single budget item may have multiple sources of funds. Add additional rows to the table below as needed. Ensure “soft costs” like planning, design, feasibility, and project management are listed on separate rows from equipment and construction costs. Please confirm that soft costs are 15% or less of the requested award amount. To the extent that Applicants are aware, budget line items that may be eligible for federal tax credits should be listed on separate rows, and a note should be included identifying those costs as expected to be tax credit eligible.

    Applicants should provide input on how they would like to receive grant disbursements. Answers below are not binding. The payment milestones will be discussed and finalized during contracting for selected Applicants.   • 10. Green School Works Technical Assistance Enrollment

  • If the requested grant amount is equal to or greater than $1 million, and the Applicant has not yet completed or begun a Mass Save comprehensive building assessment (“CBA”), investment-level audit, or equivalent building study to ensure that the proposed approaches are the best for decarbonization, Applicants may express their interest below. 

    In addition to the requirement that grant applications requesting $1 million or more include a Community Benefits Agreement (CBA), applicants are invited to review the full range of Technical Assistance offerings available under the Green School Works program and enroll as applicable.
