  • Farmers Market Fund is thrilled that your market has decided to return for the 2025 market season! 

    This application is due by February 26th.

    If you are NOT a returning market (did not have DUFB in 2024) we will be releasing a separate application. 

     

    Program Description

    Farmers Market Fund (FMF) is a Portland-based 501(c)3 nonprofit that makes healthy, locally-grown food accessible to underserved Oregonians. Farmers Market Fund’s Double Up Food Bucks (DUFB) program makes it easier for low-income Oregonians to access more fruits and vegetables while supporting family farmers and growing local economies. The DUFB program provides Supplemental Nutrition Assistance Program (SNAP) recipients with a match up to $20 to purchase fruits and vegetables at participating locations.

    After learning that DUFB cannot be used to match SNAP Cash transactions in late 2021 (EBT food/SNAP only), FMF implemented the Produce Match program. Markets operating in Columbia, Clackamas, Multnomah, Washington, and bordering counties are eligible to apply for Produce Match funding in this application. Produce Match works just like DUFB, matching up to $20 in SNAP Cash to purchase fresh fruits and vegetables.

    The program has a broad base of support from private and community foundations and partners, an appropriation from the State of Oregon for the 2024-2025 biennium, and a federal GusNIP grant for 2025-2026.

    How it works
  • Farmers Market Fund will provide:

    • Funds to support the DUFB and Produce Match at your market for the program season
    • Program materials for implementation at your farmers market (e.g. currency, promotional flyers and posters)
    • Mandatory training for market staff about how to operate the program. Winter training: 
    • Templates and tools for record-keeping and required reporting to FMF
    • Technical assistance and outreach support throughout the season

    Participating farmers market will:

    • Ensure market has adequate capacity to operate the program and to cover any associated administrative costs (Growth Grant applications will open shortly after DUFB applications.)
    • Attend required returning market manager training webinar April 8th
    • Attend required customer experience workshop in the Spring
    • Have a dedicated market SNAP currency for distribution to SNAP customers
    • Offer and distribute DUFB to SNAP customers at the point of sale during the DUFB program season
    • Provide FMF with verification of SNAP sales at the farmers market during the program season as necessary
    • Promote DUFB and SNAP acceptance at your market and in the local community
    • Complete all DUFB and reporting requirements (including monthly reports in Smartsheet)
    • Participate in program evaluation methods as requested by FMF (including customer, vendor, and market manager surveys)
    • Communicate to all vendors about the program & ensure vendor eligibility acknowledgements are on file prior to participation
    • Regularly collect DUFB currency and reimburse participating vendors for eligible sales
    • Demonstrate a commitment to equity and inclusion in program operations and outreach

  • Complete the following for each Farmers Market.

    NOTE: Markets held at the same location on different days will be considered separate markets.

    If your market changes time/location seasonally, you will add that as an "additional" market (Ex: Market 1- May-October, Market 2- Oct-Dec)

    If you have pop-up holiday, irregular, or Fill Your Pantry events, you will have an opportunity to include those later in the application.

    FMF will use the information you enter in our print and digital outreach materials. Please triple check it.

    • A completed W-9 form, available at www.irs.gov/pub/irs-pdf/fw9.pdf. If you are working with a fiscal sponsor, please send their W-9 instead of your market's. 
    • Declarations page that provides proof of current liability insurance. If your insurance will expire during your season, you will need to resubmit later.
    • If applicable, a signed letter of support from governing or fiscal organization (if different than operational organization) that states acknowledgement that the market(s) may be participating in DUFB and that they are aware, supportive, and willing to engage a contract for DUFB fiscal management. 
    • OPTIONAL: Photos of your farmers market, promotional materials, etc.
