  • Please read through the steps below to acquaint yourself with the process to be considered for any of the traffic calming petitions.

  • 1.   The first step to request an evaluation for speed hump(s) or traffic calming initiatives, is for the affected HOA Board or in the absence of an HOA, a group representing many residents within the affected area, to submit a formal written request for evaluation to the Public Works Department. It is important for the formal request to include the type of traffic calming measures requested and specific areas of the requested roadway. Interested residents shall first obtain the support of their HOA, before the process can be initiated. Note: The formal request is considered a signal of good faith that the HOA is prepared to fund their portion of the cost share option, if applicable in the policy for the traffic calming measure requested.
         
     2.   Upon receipt of the formal written request for traffic claiming measures, the Public Works Department will schedule traffic counts of the affected area. Traffic counts are performed on weekdays when school is in session to obtain the most accurate data on what is assumed to be a busy travel day.

    4.   If the minimum thresholds are satisfied, Public Works staff will engage a third-party traffic engineer to perform a subsequent review of the traffic count data and determine if the requested traffic calming measure is appropriate for the studied road segment.
         
    5.   If appropriate, the traffic engineer will provide a map of appropriate locations for the traffic calming measures to be implemented. Additionally, the traffic engineer shall provide a brief memo explaining the rationale behind their findings and ultimately recommend the implementation of traffic calming, or explain why the implementation of traffic calming, as requested, is not appropriate for the studied location.
         
    6.   Once Public Works staff receives the Engineer’s findings, staff will work with the requesting HOA to discuss the possibilities, locations, costs, and other details of the Engineer’s findings. The HOA will be tasked with communicating the Engineer’s findings to the property owners within 1000’ of the location(s) of potential traffic calming improvements. Property owners within 1000’ of each location/limit of the improvements, will be informed that their participation in the petition process is important to advance to the implementation phase. Property owners shall individually return their completed and signed petition directly to the Public Works Department (via website, email, or US Mail). Proxy votes provided to the HOA by property owners will NOT be accepted. A property owner’s failure to respond is counted as a NO vote in the tally. Two-thirds of affected property owners must support the initiative as proposed, to advance towards construction. Petitions will be accepted for 60 calendar days from the date that the HOA was provided the Engineer’s findings. No adjustments to traffic calming type or proposed locations can be made at this point in the process. 
         
    7.   Once the Public Works Department receives the necessary petitions of support, staff will compose an agenda item for City Commission approval, before any implementation can be scheduled.
         
    8.   The approved traffic calming measures will be contracted by the Public Works Department, while staff will continue to communicate the expected timing of these improvements and any traffic impact expectations resulting from the construction.
         
    9.   Upon completion of the traffic calming improvements, the City of Brentwood will invoice the HOA for their portion of cost share, where applicable.
