Community Planning/Linkage Program Project Application
Introduction

The Capital Region Transportation Council (Transportation Council) is seeking proposals for Community Planning/Linkage Program Plans to include in its work plan for the fiscal year beginning April 1, 2025. The Transportation Council’s work plan is known as the Unified Planning Work Program (UPWP) within which federal transportation planning funds, made available through the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA), are assigned to transportation planning activities in the Capital Region. Planning proposals must advance the principles of the region’s metropolitan transportation plan, New Visions 2050.

Pre-Application Process and Questions

Transportation Council staff is available to discuss planning project concepts with sponsors prior to submitting a proposal. Virtual Workshop

A virtual UPWP workshop is scheduled for Thursday, October 17, 2024 at 12:00 p.m. via Zoom to assist with the preparation of appropriate project proposals. Sponsor attendance is encouraged. Proposal Deadline

Planning proposals are due on Friday, December 6, 2024 at 5:00 p.m.

Part 3: Proposed Budget
Cost Estimates

Total Project Costs are capped at $150,000 per project. The Transportation Council reserves the right to confirm or modify cost estimates based on past planning project experience.

Local Match Requirement

A minimum local cash match of 10% of the total project cost is required (i.e., a $100,000 total project cost would be $90,000 federal and $10,000 local cash). In-kind services contributions do not count toward the minimum 10% cash match requirement but will be considered in the evaluation process. Local cash sources may include municipal funds (general revenue), cash donations, cash from third parties (i.e. partner organizations), or non-federal grant funds.
