The Idaho Commission for Libraries’ Creative Aging Grant will award $2,000 to public libraries located in Idaho. The grant focuses on the evidence-based approach of Creative Aging, which utilizes the arts to enhance the well-being, social connections, and quality of life of older adults. This initiative aims to support a series of artist-led workshops over the course of six to eight weeks, specifically tailored to the needs of older adults. Participating libraries will build connections with organizations serving older adults, arts organizations, and teaching-artists. The grant seeks to document the quality-of-life impact that hands-on workshops have on older adult learners and to build on the initiatives of existing cohort organizations supporting creative aging in Idaho.

The Idaho Commission for Libraries (ICfL) will provide staff training opportunities, grant resource ideas, and a group orientation to all grantees at the beginning of the grant period. Library consultation services will also be avaliable to grantees throughout the grant period.

This grant is administered by the Idaho Commission for Libraries and was made possible with funding from the State of Idaho.

Through supporting libraries providing artist-led workshops for older adults across Idaho, the Creative Aging grant aims to:

1. Support Library Programming: Provide funding to Idaho libraries to develop and implement arts-related workshops tailored specifically for older adults, ensuring they have access to enriching creative experiences.

2. Forge Collaborative Connections: Build strong partnerships among libraries, organizations serving older adults, arts organizations, and teaching-artists. This collaboration will create a robust network dedicated to promoting arts engagement and lifelong learning.

3. Evaluate Program Impact: Assess impact of program on well-being of attendees.

4. Amplify Conversations on Libraries and Arts: Initiate a dialogue around the critical role that libraries and the arts play in supporting healthy aging.

This grant is open to public libraries in Idaho. One application/award per library legal entity. For definitions of library types, please see ICfL’s grant eligibility requirements at https://libraries.idaho.gov/grants-funding/grant-eligibility/.

Applications deemed eligible and complete will be ranked by an ICfL grant review committee using a scoring rubric based upon the application narrative questions. Each narrative question identifies the number of associated points for that question. Grant reviewers may also take into account the overall project budget and the geographic distribution of applicants when ranking.

Official award notifications will be signed by the ICfL authorizing official, the State Librarian, or alternate assigned official. The completed application signed by the applicant, along with the official award notification signed by the ICfL authorizing official, will serve as the agreement/contract for this grant.

Award Summary. Libraries may apply for awards of $2,000 to plan, produce and report on a series of artist-led workshops.
Required Activities. The library agrees to:

A. Participate in three two-hour online sessions to complete Lifetime Arts’ Creative Aging Foundations course.

B. Select an artist and artistic focus, with support from the Idaho Commission on the Arts as needed.

C. Schedule and implement one of the following options: a) two workshops, each lasting four consecutive weeks, or b) one workshop lasting six to eight consecutive weeks.

D. Prior to the start of your workshop, send the following to deana.brown@libraries.idaho.gov: Workshop title and description, teaching-artist name, email address, brief bio, and the schedule of workshop meetings.

E. Engage in pre- and mid-program check-in video calls.
F. Participate in an online webinar to share successes and lessons learned from providing Creative Aging programs.

Allowable Expenditures. A grantee may only use program funds for allowable costs, which includes the requirement that costs be reasonable and necessary for the accomplishment of program objectives.
The following is an abbreviated list of allowable grant expenses. It is not intended to be exhaustive or exclusive. Applicants should contact the ICfL if they are unsure if their proposed idea/expenditure is allowable.

1. Materials and supplies to support the creative aging workshop(s) of the library.

2. Professional and consultant services such as those for teaching-artists that support the purposes of the grant.

3. Services to make learning opportunities more accessible. Grant funds may only be used to pay for services provided during the official grant period.

4. Marketing materials and efforts related to the library's participation in the grant and promoting workshops funded by the grant.
Non-Allowable Expenditures. The following is an abbreviated list of non-allowable grant expenses. It is not intended to be exhaustive or exclusive. Applicants should contact the ICfL if they are unsure if a cost is allowable. The following items are not allowable grant expenses:

1. Food and beverages. Food is allowable if used primarily as a supply in a learning activity.

2. Capital expenditures related to the purchase of real property, buildings, or motor vehicles.

3. Construction expenditures related to the improvement or expansion of buildings and facilities.

4. Advertising or publicity not related directly to the programs carried out through the grant.

5. Promotional items and memorabilia, including models, gifts, and souvenirs.

6. General purpose supplies and materials including technology, which is not specifically intended to serve the creative aging community. Assistive technology and equipment is allowable.

7. Costs of entertainment, including amusement, diversion, and social activities and any associated costs are unallowable, except where specific costs that might otherwise be considered entertainment have a programmatic purpose, which is library specific, and are pre-approved in the grant application/agreement budget.
Reporting Requirements. The library agrees to:

1. Document grant expenditures through receipts, payroll reports, and accounting system reports. Spending documentation must be submitted with the final report. Any grant funds not accounted for through documented spending must be returned to the ICfL.

2. Submit the Interim report by June 1, 2025 and the final report by October 1, 2025. The link to the report forms can be accessed from the Creative Aging webpage:
Records Retention. The grantee must retain grant records for a period of three years following the end of the award period. Records include the grant application/agreement, award letter, correspondence, reports, financial records, and receipts.
Acknowledgement. This grant is administered by the Idaho Commission for Libraries and was made possible with funding from the State of Idaho. Please acknowledge the ICfL in signage, brochures, websites, press releases, and public events funded by or describing this grant program.
Funding. The ICfL plans to disburse funds to awarded libraries at the beginning of the grant period. A check will be mailed from the State of Idaho to the W-9 address on file. An organization may choose to sign up for elecronic deposits by contacting the ICfL.

The online application must be completed in one sitting and cannot be saved for completion at a later time. We suggest drafting responses in a separate document prior to completing the online form. The application must be signed and submitted with an electronic signature on or before December 31, 2024 at 11:45 p.m. MT. This application will serve as your official grant agreement if you are notified in writing that you have been approved for funding. The ICfL will notify all applicants whether or not they were selected for funding.
