Monitoring and reviewing the NC Statewide Plan for Independent Living is the most important responsibility we are charged with by Federal Law.
During the next three years we will be addressing the goals listed below and monitoring our progress in meeting these goals.
Your participation is CRITICAL to helping us carry out this important responsibility.
Please read a brief summary of each goal and choose ONE SPIL workgroup you would like to serve on.
Goal 1: Housing
Individuals with disabilities in NC have access to the support and services they need to live independently and participate fully in the community of their choice.
This workgroup will:
- Help develop an Inclusive Housing Toolkit to help individuals with disabilities self-advocate and find resources to access affordable and accessible housingby year 3 of our SPIL.
- Monitor trends and identify issues that are impacting people with disabilities to find and sustain their housing independence. will be available.
Goal 1: Transportation
Individuals with disabilities in NC have access to the support and services they need to live independently and participate fully in the community of their choice.
This workgroup will:
- In year one, help develop and implement a statewide transportation needs assessment.
- In year two, identify the top 3 transporation problems based on the transportation needs assessment.
- In year three, meat with legislators and transporation authorities to share our findings and recommend systems wide change
Goal 2: Employment
North Carolinians with disabilities have access to the services and support they need to secure competitive, integrated employment with a living wage.
This workgroup will:
- Strategically provide outreach and education to encourage businesses to hire people with disabilities.
- Promote internships. Monitor and advertise paid internship opportunities.
- Assist in creating an employment video.
- Additionally, the NC SILC and CILS will partner with other organizations to promote and provide information for paid internship opportunities.
Goal 3: Emergency Preparedness/Response/Recovery
People with disabilities have equal access to community resources during a disaster, this includes a natural disaster (hurricane, flood, fire, tornado, pandemic) a human-made disaster (terrorism, civil unrest, or a mass shooting) or a technological disaster (chemical releases, power outages or mass cybersecurity breach)
This workgroup will:
- Assist in developing and maintaining an emergency/disaster resource page specifically for people with disabilities on the NC SILC website.
- Monitor statewide emergency preparedness activities to ensure people with disabilities have access to all forms of communication, resources and sheltering.
Goal 4:
The NC IL Network operates efficiently, has adequate funding, and effectively serves individuals with disabilities. The NC CILs are severely underfunded and experience many challenges to meet the growing demand for services and the cost of living.
This workgroup will:
- Determine an equitable resource plan for the NC Centers and strategize ways to increase funding levels and build capacity.
Goal 5:
Youth with disabilities in NC understand their disability rights and model the IL Philosophy.
- Identify youth-led organizations that follow the IL philosophy and promote among the IL network.
- Create a video targeting young adults with disabilities to inform them about CILS and the IL philosophy.
- Send one NC young adult to the annual Youth Conference hosted by the Association of Programs for Rural Independent Living.
