  • TELUS Fund finances exceptional TV programs, feature-length films, and web series that promote the well-being of people in their environment. 

    We offer financing at three stages:

    • Development Financing: Your story has progressed beyond a detailed treatment, and you need support to prepare for production. 
    • Production Financing: Your project is ready for production, and you need funding to create content and engage audiences.
    • Post-launch Financing: Your project has launched, and you need support to expand its reach and impact. (Series must wait until all episodes of the final season have launched to apply for post-launch financing.)

  • Web series aimed at caregivers

    TELUS Fund has earmarked special financing for web series that have obtained a Platform Support Form from the Stories for Caregivers platform operated by S4C Media Inc. There is no longer a separate special call for these web series.

    • Great! TELUS Fund has earmarked development financing for up to seven pilots and production financing for up to three web series that have obtained a Platform Support Form from S4C Media Inc.

      Selected web series will benefit from a coordinated Comprehensive Audience Development Plan and dedicated marketing resources managed by S4C Media Inc. As a result, we have removed questions in this application form related to audience development, budget, and marketing expertise.

  • This application form has four sections that are aligned with TELUS Fund's evaluation criteria:  Story, Audience, Plan, and Team.

    First up, let's find out about your project's STORY.  The Fund is looking for:

    • Compelling stories that provoke thought, emotion, and action.
    • Fresh perspectives and innovative approaches.
    • Thoughtful integration of Programming and Complementary Content that enhances the main story.
    • Support from Health Organizations delivering healthcare across Canada that can demonstrate a strong connection between the project and its potential positive impact on well-being.

  • Health Organizations

    Now let's find out about the Health Organization that has completed the Health Organization Support Form.  If you secured support from more than one Health Organization, summarize their combined responses.  

    REMINDER:  You must obtain at least one support form from a Health Organization.  This organization will help you to ensure {filledProject} aligns with the Fund’s mandate.  The Health Organization must have an authorized medical practitioner on their team, who is delivering healthcare services to Canadians in an area that is relevant to the story.

  • CONTENT FORMAT AND GENRE

    Your content format and genre choices significantly influence a story's pacing, depth and audience impact.  Different formats (e.g., TV programs, feature-length films, web series) and genres (e.g., drama, documentary, sci-fi) shape how stories are told, how much detail they cover, and how audiences engage with them.

    Per the Program Guidelines, eligible projects must include the following:

    • Programming: Core audiovisual content designed for uninterrupted viewing, certified as Canadian content, and intended for transmission on an eligible Platform (e.g., TV programs, feature-length films, web series).
    • Complementary Content: Additional assets to enhance audience engagement, such as project websites, social media content, short videos, or behind-the-scenes footage. Complementary Content is typically free and accessible on a non-exclusive basis across various platforms.

    On rare occasions, projects may also include Non-programming, sophisticated digital content that requires significant user interaction (e.g., games, virtual reality experiences, mobile apps). Non-programming usually involves user payments, downloads, or subscriptions.  Note:  a basic project website is classified as Complementary Content, not Non-programming.

      NOTE:  The CRTC requires that the financing and expenditures related to Non-programming be allocated, tracked, and reported separately from other project components. At TELUS Fund, a maximum of $400,000 is available for Non-programming across all funded projects at all financing stages.

    TELUS Fund measures success by the project’s potential to reach, engage and positively impact their intended audience.  We are looking for projects with wide audience appeal that include:

    • Strong backing from Audience Ambassadors and Platforms willing to provide data on the measured success of the Programming. 
    • Sufficient resources to create and execute the Comprehensive Audience Development Plan.
    • Potential to significantly impact Canadians first, and then people globally.
    • Audience_S4C All

      Audience Ambassadors are individuals or organizations with a significant online presence, having at least 20,000 subscribers or followers in Canada. They are passionate about the project’s potential to positively impact well-being and are dedicated to using their platforms to raise awareness and engage their audience (e.g. Health Organizations, Platforms, celebrities, sponsors, experts, and other marquee attachments)

    The Fund prioritizes submissions that have:

    • Already secured other funding and are ready to proceed.   
    • Minimum marketing allocations to secure a Marketing agency to create and execute the Comprehensive Audience Development Plan.
    • Resources in the budget to create ample Programming and Complementary Content to support the CADP.

    EXCEPTION: Stories for Caregivers web series benefit from marketing expertise and audience development managed by S4C Media Inc. Marketing allocations in the project budget are not required.

  • Project Budget and Financing Plan

    • When completing the project budget and financing plan, keep in mind TELUS Fund's conditions of {filledStage} financing which include:

      • TELUS Fund Maximum Amount: Up to $25,000 or 75% of the development budget, whichever is less. 
      • TELUS Fund Minimum Amount:  The allocation to the Audience Development column must be at least $5,000 to work with a pre-approved Marketing Agency to develop a Comprehensive Audience Development Plan (CADP), which must include at minimum a digital marketing strategy for Canadian audiences. 
      • EXCEPTION: Stories for Caregivers web series benefit from marketing expertise and audience development managed by S4C Media Inc. Marketing allocations in the project budget are not required.
    • Financing_Prod_All 
    • When completing the project budget and financing plan, keep in mind TELUS Fund's conditions of {filledStage} financing which include:

      TELUS Fund Maximum Amount: 

      • For web series: Up to $5,000 per minute, $200,000, or 75% of the production budget, whichever is less. This maximum amount includes support toward meeting the required minimum marketing allocation of $50,000 in the project budget.  In the past 5 years, 38 web series have received an average of $147K or 61% of the production budget.

      • For Stories for Caregivers web series: Up to $5,000 per minute, $150,000, or 75% of the production budget, whichever is less. There is no minimum marketing allocation required for Stories for Caregivers web series.

      • Other Programming: Up to $500,000 or 75% of the production budget, whichever is less. This maximum amount includes support toward meeting the required minimum marketing allocation of $50,000 in the project budget. In the past 5 years, 32 feature-length films and TV series have received:

        • An average of $234,000 or 17% of the production budget.
        • 6 of the 32 funded projects received +$300,000.
        • 2 exceptional submissions received +$400,000.
        • 4 received +40% of the production budget.
        • None to date has received +50% of the production budget.

       

      TELUS Fund Minimum Amounts:

      Allocate at least the following amounts to the columns to support the Comprehensive Audience Development Plan (CADP):

      • $5,000 minimum to work with a pre-approved Marketing Agency to develop a CADP, which must include at minimum a digital marketing strategy for Canadian audiences.
      • $50,000 minimum to work with a pre-approved Marketing Agency to execute the digital marketing strategy for Canadian audiences, including paid advertising. Request additional financing from TELUS Fund to help you develop and execute Other Canadian Strategies, beyond the digital marketing strategy, and create Complementary Content to support the CADP.
      • TELUS Fund recommends allocating at least 10% of the B + C sections of the production budget toward the creation of ample Complementary Content.
      Refer to the Program Guidelines for full details on minimum requirements and some exceptional considerations.
    • Financing_PL_All 
    • When completing the project budget and financing plan, keep in mind TELUS Fund's conditions of {filledStage} financing which include:

      Maximum amount:

      • Up to $150,000 or 75% of the post-launch budget, whichever is less. 
      • On average, four successful applicants over the past 5 years received $102,000 or 69% of the post-launch budget.
    • Financing_ALL 
    • In the table below, start with your request to TELUS Fund.  Allocate the TELUS Fund amount across the project components to help you meet the above conditions of {filledStage} financing.

      For other financial sources, indicate:

      • Name of the financial source
      • Whether their financing has been confirmed in writing (Y/N)
      • The Type of financing they are providing
        • Cash Presales: Licenses from broadcasters or platforms; advances or minimum guarantees from distributors and sales agents.
        • Other Cash: Provincial and federal funding agencies, sponsorship, grants and private investors
        • Non-Cash: Deferred fees, in-kind contributions and producer investments
        • Tax Credits: Provincial and federal tax credit programs typically calculated as a percentage of labour or financing.

      The Fund allocates financing to support producer-led marketing efforts, ensuring well-being content effectively reaches audiences.  Creating the CADP early — before production begins — can help you:

      • Clarify goals and guide creative decisions
      • Secure partnerships and media support
      • Build pre-launch momentum
      • Budget effectively

  • Team

  • The final evaluation criteria is Project Team.  The Fund is looking for:

    • Applications from Canadian production companies with a successful track record in comparable content, a deep understanding of the well-being issue, and a commitment to positively impacting the audience.
    • Submissions that reflect Canada’s rich diversity of languages, regions, genders, and communities in the production company, key leadership positions, and stories.
  • In the table below you are required to identify if the individuals filling Key Positions (Producers, Directors, Writers, 1st and 2nd Lead Performers) are Canadian citizens or permanent residents.

    If possible, also identify if the individual belongs to a community that has traditionally been underrepresented in the Canadian screen industry:

    • Gender (Woman, Man, and 2SLGBTQ+ which includes Two-Spirit, Lesbian, Gay, Bisexual, Transgender, Queer and other sexual orientations and gender identities outside the heterosexual and cisgender norm),
    • Indigenous Peoples to Canada (First Nations, Inuit and Métis Peoples who live in the territory that is today known as Canada),
    • Racialized community (Non-white or not of European Descent such as Black, Latin American, Middle Eastern, Asian. Indigenous Peoples are excluded from this definition), and
    • Person with disabilities (someone living with one or more physical, mental, intellectual, cognitive, sensory or communicational impairments, conditions or functional limitations that hinders their participation in society).
