  • Overview

    Reed Market Road is a vital east-west arterial in SE Bend. Six to eight trains cross this road each day, and each train delays traffic for five to twenty minutes.

  • This leads to:

    • Increased pollution.
    • Slow response times for emergency services.
    • Safety risks from people trying to beat a train to avoid delay.

    Separating this crossing—by raising the road above or lowering it below the train tracks—would end these delays and improve safety for all travelers.

    This project will decide whether and how to build a bridge or tunnel crossing the railroad tracks on SE Reed Market Road.

  • Background

    This project builds upon previous planning efforts that identified improvements to Reed Market Road as a high priority for the community:

    • The community-driven Transportation System Plan update in 2020.
    • The Transportation General Obligation Bond [GO Bond] passed by Bend voters in November 2020.
    • The Transportation Bond Oversight Committee in 2021.

    Along with its local GO Bond funds, this project has federal funding for preliminary design and environmental clearances. Further federal funding is being pursued for final design and construction services.

  • Project Timeline

    This fall we’re asking for public input on what to include in initial planning for a crossing of the railroad. Then in early spring we’ll show you early designs of the selected solution.

    Fall 2024-Winter 2024: Study options

    Winter-Summer 2025: Preliminary design

    2026-2027: Final design

    2027-2028: Construction

    2028: Anticipated construction completion

  • Project Goals

    Past studies of separating the railroad crossing at Reed Market Road included robust public involvement, which named these goals:

    • Serve all forms of travel including driving, walking, biking and future transit.
    • Maximize safety for everyone.
    • Reduce traffic congestion.
    • Reduce response times for emergency services.
    • Improve local street connections for short trips.
    • Maintain property access without degrading safety or capacity.
    • Maximize neighborhood compatibility.
    • Be cost-effective.
    • Build something attractive and appropriate to the surroundings.

     

  • Considerations

  • Bike Lane Options

    This project is considering what the bike lanes would look like on the bridge deck over the railroad.
    For example:

    1. Sidewalks and striped bike lanes on both sides of the road.

    2. Shared-use paths on both sides of the road, in lieu of on-street bike lanes.

  • Bike/Pedestrian Path Across Reed Market

    This project is considering how to maintain the biking and walking path that crosses Read Market Road near the railroad. For example:

    • Undercrossing / tunnel near 9th Street.
    • A grade-separated path adjacent to railroad right-of-way.
    • A protected crossing at the street level.

  • 9th Street Connection

    It’s still unclear if 9th Street will connect to Reed Market Road once this project is complete due to cost and design constraints. That said, we want to know how important this connection is to you?

  • Project Area Map

    In the map below, the project area is limited to this boundary. Study work will not include nearby transportation network connections or the 15th Street roundabout. A separate study will be looking at improvements for the roundabout.
