Introduction: The Clean Energy Fund of Texas, Inc. (CEFTX) invites proposals from qualified auditing firms for a comprehensive final audit. CEFTX is a non-profit corporation founded in the State of Texas with a mission to accelerate the flow of green capital into underserved markets, ensuring an equitable transition to a clean energy economy. This RFP provides an overview of CEFTX’s purpose, values, and objectives to aid potential firms in understanding the organization's unique auditing needs.
Organizational Overview: Clean Energy Fund of Texas, Inc. (CEFTX) is dedicated to supporting an equitable transition to clean energy across Texas and beyond. Our mission is to make clean energy conservation resources affordable and accessible to all. Through strategic capital deployment in underserved areas, CEFTX seeks to reduce the impacts of climate change, enhance energy security, create sustainable green jobs, and stimulate economic growth, particularly in historically under-resourced communities. We focus our efforts on regions in the Southern and Southeastern United States where communities face unique challenges related to grid vulnerability and energy access. Audit Objectives and Scope: We are seeking a final audit compliant with 2 CFR 200.514 and that meets the following objectives:
- Compliance Verification: Ensure compliance with relevant financial regulations, standards, and non-profit sector requirements.
- Financial Accuracy: Validate the accuracy and completeness of financial records, transactions, and disclosures.
- Internal Controls Assessment: Evaluate the effectiveness of CEFTX’s internal control systems and offer recommendations for improvements.
- Operational Efficiency Review: Identify areas where operational efficiency can be improved in financial management.
The audit will cover all financial operations and records for the specified period, focusing on transparency, accountability, and alignment with CEFTX’s mission and non-profit status.
Evaluation Questionnaire: Interested firms are requested to complete a questionnaire to allow CEFTX to evaluate proposals based on:
- Relevant experience with non-profit organizations and clean energy sectors
- Knowledge of federal and state compliance standards for non-profit entities
- Methodologies used in audit execution and reporting
- Commitment to transparency, integrity, and thoroughness in auditing practices
