We the People of Illinois have come together and assembled as the beneficiaries of the contract known as the Illinois Constitution that you, as a public servant, have sworn an oath to support in faithful discharge of your duties of office.
Please take notice that the Constitution of the State of Illinois states:
Article XI ~ Environment
Section 1. Public Policy - Legislative Responsibility: The public policy of the State and the duty of each person is to provide and maintain a healthful environment for the benefit of this and future generations. Section 2. Rights Of Individuals: Each person has the right to a healthful environment. Each person may enforce this right against any party, governmental or private, through appropriate legal proceedings subject to reasonable limitation and regulation as the General Assembly may provide by law. We, the undersigned People of Illinois, instruct you, our representatives and senators, to take immediate action to address the growing concern over geoengineering activities affecting our skies and environment. As public servants, you represent the will of the People of Illinois, and as such we implore you to make Illinois a pioneer in advocating for legislation to investigate and curtail geoengineering practices in Illinois. The health, safety, and well-being of Illinois residents should be a priority, and action on this matter is necessary and long overdue.
Why We Need Action
Geoengineering involves deliberate manipulation of Earth’s ecosystem with technologies such as weather modification and solar radiation management. These activities are conducted without sufficient public awareness or oversight and pose potential risks to the environment and human health. Over a hundred patents, some dating back to the late 19th century, confirm the development and use of these technologies. These patents and over a hundred others demonstrate that weather modification techniques are not speculative but documented and increasingly deployed.
Key Concerns
Geoengineering techniques that are actively in use include:
*Stratospheric Aerosol Injection: Spraying of particles into the upper atmosphere to reflect sunlight and cool the planet.
*Cloud Seeding: Using chemicals to encourage or suppress precipitation, affecting weather patterns.
*Frequency-Related Modalities: Technologies like atmospheric ionization and laser-guided weather modification that alter atmospheric conditions.
*Substances such as aluminum oxide, barium compounds, and sulfur are often employed in these methods. The release of these substances into the environment can have unknown long-term effects on air quality, water sources, and public health.
Historical Context
Geoengineering practices have a long history in the United States. As early as 1892, experiments were funded by Congress for rainmaking in Texas. Government reports have also documented widespread weather modification projects, including cloud-seeding operations during the Vietnam War. These practices continue to this day with minimal oversight or transparency and when citizens discuss their concerns in public the media and government often claim the technology is a conspiracy theory.
Today, a growing industry offers "on-demand weather" services for events such as weddings, outdoor gatherings and ski resorts highlighting the commercialized aspect of these technologies. Moreover, the world's largest corporations and financial institutions support global initiatives, such as the UN's Agenda 2030, which intertwine with geoengineering activities under the guise of combating climate change.
The Need for Legislation
Given the documented risks and the lack of transparency around these practices, we call on Illinois lawmakers to:
·Enact Legislation: Similar to recent actions in other states, Illinois should pass laws to regulate or prohibit geoengineering activities such as: "prohibitions against the intentional injection, release, or dispersion, by any means, of chemicals, chemical compounds, substances, or apparatus within the borders of this state into the atmosphere with the express purpose of affecting temperature, weather, or the intensity of the sunlight."
·Conduct Investigations: Initiate independent investigations into the scope and impact of geoengineering technologies on our environment and health.
·Raise Awareness: Hold public forums to inform constituents about the ongoing geoengineering activities, the compounds present in the technology and their potential risks.
Our environment, health, and future generations are at stake. We respectfully ask you to lead the charge in ensuring that Illinois takes a proactive stance on this critical issue.
