    The Appalachian Regional Commission (ARC) is a unique federal-state partnership dedicated to driving innovation, fostering collaboration, and investing in initiatives that build community capacity and stimulate economic growth across 420 counties in 13 Appalachian states, including the 14 counties that make up New York’s Southern Tier.

    ARC's strategic plan focuses on five key investment priorities to achieve its mission:

    1. Building Appalachian Businesses
    2. Building Appalachia’s Workforce Ecosystem
    3. Building Appalachia’s Infrastructure
    4. Building Regional Culture and Tourism
    5. Building Community Leaders and Capacity

    Southern Tier 8 Regional Board, serving Broome, Chenango, Cortland, Delaware, Otsego, Schoharie, Tioga, and Tompkins counties, administers grants for the ARC Area Development Program.

    Pre-Application: due 4/28/25 by 3pm

    This pre-application is designed to streamline the grant development process by gathering preliminary information about your project. It ensures alignment with ARC’s strategic investment priorities and allows Southern Tier 8 to provide guidance and support in refining your proposal.

    Once your pre-application is submitted, Southern Tier 8 staff and a committee of Regional Board members will review it for goal alignment, project readiness and feasibility. If your project is deemed eligible, you will be contacted to discuss the next steps in the application process. This may include providing additional details, refining your project scope, and submitting a full application. Our team will work with you to ensure your proposal is as competitive as possible.

    Pre-application steps:

    1. Familiarize yourself with the steps and timeline of the full ARC application process. Review the ARC Application Overview.
    2. Ensure match (50%) and eligibility. Note that funding is only available to nonprofit or public sector organizations. Private sector companies are not eligible, however private funds can be used as a match. 
    3. Identify and choose ONE ARC Investment Priority
    4. Identify and choose ONE New York State Implementing Strategy
    5. Obtain a letter of alignment from your County Planner to be attached to the pre-application. Be sure to send them a brief project description.
    6. To save your work, make sure you click “Next” on each page. However, to ensure your work is not lost, writing and saving your pre-application in a word processing program is recommended.
    7. Enter and submit your pre-application information into this form.
