Dear Mayor Lurie, SF Supervisors and SFMTA,

This letter seeks amelioration of SB AB413 daylighting law in its application for San Francisco such that there should be no citations issued after expiration of the warning period (currently March 1, 2025) unless a red curb marking is in place to clearly delineate the restriction and applied only where a demonstrated need has been established through a detailed safety and usage analysis study by SFMTA and agreed with SFPD. A Resolution file #241180 urging the San Francisco Municipal Transportation Agency to implement red zones for daylighting at all crosswalks and intersections has already been passed on 12/20/24 sponsored by supervisors Shamann Walton, Ahsha Safai, Dean Preston, Myrna Melgar, Connie Chan, Aaron Peskin, Matt Dorsey, Rafael Mandelman. Additionally thousands of San Francisco residents have signed the "Repeal AB-413 Twenty Foot Parking Loss at every Intersection" petition on change.org. It is entirely unreasonable to expect that people will need to carry around a 20' measuring tape to guide them in determining where they may park.

Further, this bill creates an unacceptable hardship to those who require their vehicles for work, school or play as it removes a very significant amount of parking (SFMTA estimate 14,000 spaces, independent sources estimate @2X) by prohibiting parking within 20 feet of any unmarked or marked crosswalk (for a total of 80 feet per intersection), with no consideration of the volume of vehicular traffic or the volume of pedestrian traffic and independent of any intersection incident history and independent of whether there might be any demonstrable benefit to pedestrian safety.

It’s time for our government to put constituents first and stop policies that make life in our city harder.
