The Graham County Chamber of Commerce is pleased to invite you to submit an application to participate as a vendor in the 2026 Safford Spring Festival powerd by Sun Pumps, an annual celebration of the wine art, and history of Southern Arizona. Wine and Craft Beer Vendors are required to accept tasting tickets and are encouraged to sell their product.
The Series 16 Craft Producer Festival license is a temporary license designed for wineries, breweries and craft distillers. This license allows for a small producer to sell their products for consumption on the licensed premise, sell their products to go and sample the products to the consumer. Maximum 150 days per licensed distiller, winery, or microbrewery.
On-Site Sale: Sell or Serve alcohol on the premises for consumption on the premises and for consumption off the premises (e.g., growlers, cans, bottles). All sales must be within the clearly defined and approved boundaries of the fair or festival grounds.
Limited Duration: The license is valid only for the specific dates and times approved for the fair or festival event.
Local Governing Body Approval: If the event will be held on an unlicensed premises, it MUST be approved and signed by the Local Governing Body before submitting to the Arizona Department of Liquor.
Multiple Vendors: Multiple Series 16 licenses may be approved within a designated area, provided they meet specific DLLC requirements. This license can also stack with a Series 15 Special Event License.
Event-Specific: Each distinct event requires a separate application and approval.
The application will require chamber, city, and state approval.
Festival Incentives:
1. Reimbursement of $2.00 for each 2-3 ounce tasting pour
2. Two complimentary passes to the Safford Spring Festival Mixer on Thursday, April 23rd from 5 - 8 pm. ($300 Value)
3. Opportunity to have your product served at the Mixer.

Festival Policy & Procedures:
Vendor spaces are on the City Hall lawn.
Select 1 vendor space per 10' x 10' spot.
Lawn spots; please note, these are reserved for wine vendors, craft beer vendors, and event sponsors
Please note that after 3:00 PM on Friday of the event, your vehicle cannot enter Main Street on the 700 Block or 7th Ave. Including the half circle in front of City Hall.
All Food Vendors must have the appropriate permits from the Graham County Health Department.
Vendors selling food, products, or services, must have a City of Safford Business License. Annual licenses are $50.00. Temporary licenses are $12.00.
Vendors must obtain a certificate of liability insurance through your carrier or provide proof of liability coverage through your homeowners policy.
Vendors will need to display their permits, licenses and, proof of insurance at their booths.
Electricity is provided. Bring at least 100' of extension cord to plug in to event electricity.
Generators must be quiet! Less than 60 decibles and may not produce exhaust.
Vendors are responsible for their own weights to hold down their tent. We recommend two cinder blocks on each corner or the equivalent.
Vendors are prohibited from selling silly string, airsoft guns, snaps, stink bombs, fireworks and drinks in glass bottles. If these items are present, you will be asked to leave the event and will not be invited back to following Chamber events.
All attendees are prohibited from bringing outside alcohol. Please only consume alcohol purchased under the event's liquor license in accordance with State Law.
Vendors may not take down prior to 8:00 pm on Saturday of the event. You will not be invited back if you do so.
