    Welcome to the First 5 Early Care and Education Emergency Grant Application

    This form should only be completed by staff who can make decisions about budgets and staffing. If you are interested in updates about future funding opportunities, please sign up for our newsletter.

    What you'll need

    Estimated completion time: 10 minutes

    Before you start, make sure you have the following information ready:

    1. Child Care License Number (Current and former license number)
    2. Copy of child care license document (Photo or scan of one of your program’s child care licenses)
    3. Site information. Basic information about your child care program (site name, address, etc.)
    4. Current enrollment count for children age birth to 5 years old at each site.
    5. The number of early educators who work at your site(s) in Alameda County. This includes teachers, lead teachers, associate teachers, assistant teachers, and FCC assistants.

  • Intended Use of Funds

  • This grant requires you to provide a portion of funding directly to early educators in the form of a stipend (minimum of $1,000 per educator). This includes teachers, lead teachers, associate teachers, assistant teachers, and FCC assistants.

  • Hmm, looks like we're missing something.

  • It looks like you have served some children using subsidies, but the number of children you served may not meet the 25% threshold requirement. We need more information to make a final determination.

    We use your current enrollment information to determine whether 25% of the children enrolled in your program are enrolled in a subsidy program. Without this information, we assume your program is running at full capacity, which might not accurately reflect your situation.

    Entering your actual enrollment numbers could make it easier for your program to meet the need requirement.

  • Programs receiving grant funding must submit program information, including staff and children enrolled for each licensed child care site located in Alameda County through Hubbe, an online data collection portal. Approved applicants will receive an invitation email from noreply@hubbeinc.com to log-in and submit information. 

    Please share the name and contact information for the person who will be entering program information into Hubbe.  

  • Certificates of Insurance

  • To be eligible for this grant, your program must have active liability insurance. A General Liability Certificate of Insurance serves as proof of this coverage.

    Requirements:

    1. Certificates of Insurance must include "First 5 Alameda County, its Commissioners, and all First 5 officers, agents, and employees" as Additional Insureds with respect to services being provided.
    2. Proof of insurance must list First 5 Alameda County as a Certificate Holder.
    3. Centers must demonstrate a minimum of $1,000,000 general aggregate in general liability insurance for their business.
    4. Large Family Child Care programs licensed for more than 8 children must demonstrate a minimum of $900,000 general aggregate in general liability insurance for their business.
    5. Small Family Child Care programs licensed for 8 children or fewer must demonstrate a minimum of $300,000 general aggregate in general liability insurance for their business.

     

    You must provide proof of liability insurance in order to receive full funding. If your application is pre-approved, you will receive a link via email to upload your required certificate(s) of insurance. If you do not have insurance yet, you can still complete the rest of your application and documentation, and we can review your application while you get insurance. Family Child Care programs may be able to receive partial funding to help you pay for insurance if you complete all other required documentation.


    Once your application is approved and required documentation is complete, we will send you a contract, invoice, and W-9 tax form to sign electronically. Payment will be distributed after the contract is signed based on the following insurance status: (Complete)


    * Quality Counts (QC) sites that currently meet QC insurance requirements will not need to resubmit certificates of insurance."

  • Review Before Submitting

  • Please read the following requirements carefully. To receive funding, your site or program must:

    1. Hold a valid Child Care License in “Good Standing”
    2. Have been open with children birth to age 5 enrolled as of June 11, 2025.
    3. Be currently open and remain in operation in Alameda County with children birth to age 5 enrolled
    4. Meet or exceed California state or local city minimum wage requirements for early educators.
    5. Agree to provide a portion of each grant directly to early educators in the form of a stipend (minimum of $1,000 per educator). Early educators include teachers, lead teachers, associate teachers, assistant teachers, and FCC assistants
    6. Complete required documentation using Hubbe and California Early Care and Education Workforce Registry (Workforce Registry)
    7. Have general liability insurance
    8. Centers only: Complete required documentation on funding sources and children enrolled for all sites receiving funding (This requirement does not apply to FCCs)
    9. Agree to have educational staff attend a Measure C Orientation, an informational orientation about the grant, future funding opportunities, and other supportive resources. Required educational staff includes: FCC providers, teachers, lead teachers, associate teachers, assistant teachers, and FCC assistants. Participation requirements are subject to change.
    10. Agree to participate in grant reporting.
    11. National for-profit providers and programs, and publicly funded transitional kindergarten programs operated by a school district or charter school are not eligible for funding."

Data collected via Hubbe will be accessed by First 5 Alameda County designated staff for the purposes of administering and evaluating this grant opportunity and further Measure C initiatives. Data may also be shared with third parties for the purposes of data validation, such as the California Early Care & Education Workforce Registry and Alameda County Alternative Payment agencies.
